7A
Page 22

h) Expose people or structures to a significant risk of loss, injury
or death involving wildland fires, including where wildlands
are adjacent to urbanized areas or where residences are
intermixed with wildlands?

o

o

o

o

The project will not create a significant hazard to the public or the environment through the routine
transport, use, or disposal of hazardous materials, as development would be limited to residential use
per the provisions of the General Plan and the Zoning Ordinance. However, construction of additional
residences may involve the temporary use and transport of potentially hazardous materials. Standard
safety conditions and compliance with local and State ordinances concerning the use and transport of
toxic substances and use of hazardous materials related to construction of the project will ensure that
any potential impacts will be kept to a less-than-signiflCant level:

The project will not create a significant hazard to the public or the environment through reasonably
foreseeable upset and accident conditions involving the release of hazardous materials into the
environment since development would be limited to residential use.

The project will not emit hazardous emissions or handle hazardous or acutely hazardous materials,
substances, or waste within one-quarter mile of an existing or proposed school since development
would be limited to residential use. While some R-2 properties are located within one-quarter mile
existing schools, residential uses are restricted in hazardous emissions and materials.

The project does not involve any site which is included on a list of hazardous materials sites compiled
pursuant to Government Code Section 65962.5.

The R-2 district located in Redwood Shores is within the Airport Influence Area (AlA), Area 8, for San
Carlos Airport, and is subject to the policies of the adopted Comprehensive Land Use Plan (CLUP) for
this airport. The CLUP identifies certain types of land uses as potential hazards to aviation, including
land uses directing steady or flashing lights towards the runway, uses that attract birds, uses that cause
sunlight reflection, and uses that would generate technical interference with aircraft operations. The
proposed code amendment would not alter the allowed uses in the R-2 ordinance, and these allowed
uses do not include any uses that could cause aviation hazards as listed above. Therefore, hazardous
uses related to aviation operations will not affect the proposed project.

The project will not impair implementation of or physically interfere with an adopted emergency
response plan or emergency evacuation plan. The project is consistent with the 1990 General Plan,
which includes provisions for emergency response and evacuation.

The project will not expose people or structures to wildland fire risks since no R-2 areas are adjacent to
wildlands or intermixed with wildlands.

161

City of Redwood City, Planning, Housing and Economic Development Department
