<br />7A <br />Page 33 <br /> <br />residential uses, and the modest increase in residential density from infill development would not <br />represent a significant increase in ambient noise levels from existing conditions. <br /> <br />Temporary construction noise due to additional residential development on a parcel-specific basis could <br />occur; however, any residential construction pursuant to the amended ordinance would be preceded by <br />the issuance of a PO Permit and associated CEQA compliance, and would be required to comply with <br />the noise provisions per Sec. 24 of the Redwood City Municipal Code. <br /> <br />In addition, the following noise policy in the General Plan is applicable to the project: <br /> <br />Land Uses within the Planning Boundary of San Carlos Airport shall be compatible with the <br />Aircraft Noise/Land Use Compatibility Standards found at page 8 of the 1981 San Mateo <br />County Airport Land Use Plan. The "Planning Boundaryn for the San Carlos Airport is <br />considered the ground area encompassed by the combination of the line depicting the 55 <br />CNEL Noise Contour, as shown on the Noise Contour Map at page 7 of the 1981 San Mateo <br />County Airport Land Use Plan and the outer boundary of the Hazard Zoning Plan at page 11 of <br />the 1981 San Mateo County Land Use Plan. (Policy N-5) <br /> <br />The R-2 zoning district in the community of Redwood Shores is located within the San Carlos Airport <br />Influence Area B. Area B, known as the C/CAG/ALUC Referral Boundary, is a geographic area within <br />which affected local agencies must refer their proposed land use policy actions (e.g., general plan <br />amendments, rezoning, precise plans) to the C/CAG Board and Airport Land Use Committee (ALUC). <br />Since the proposed project is a code amendment representing clarification and codification of past <br />practice to the zoning ordinance, it would require review by C/CAG and the ALUC for a determination of <br />consistency with the adopted San Carlos Airport Comprehensive Land Use Plan (CLUP). In addition, <br />new residential development within Area B would also require the dedication of aviation easements to <br />the County of San Mateo per the requirements of AS 2776. These would include, but potentially no be <br />limited to, detached single-family dwellings, and multiple family dwellings, including duplexes. Since <br />this proposed project is a code amendment to the existing R-2 zoning district, aviation easements <br />typically would not be required at the time of the rezoning, but a condition of the rezoning would require <br />their dedication at the time of specific residential development within the affected R-2 parcels occurring <br />within the San Carlos Airport AlA. <br /> <br />All properties zoned R-2 in Redwood Shores have already been developed, however, and <br />redevelopment of Redwood Shores R-2 properties is unlikely due to the nature of existing development. <br />Redwood Shores R-2 properties are generally contemporary in design and, without exception, are <br />individually owned units (condominiums, a limited equity ownership coop, and individually-owned <br />detached homes). The logistics of having multiple individual owners makes redevelopment of any of <br />these properties unlikely for the foreseeable future, compared to a property owned by a single owner <br />such as an apartment complex that could be more easily redeveloped. <br /> <br />No R-2 properties are within proximity to a private airstrip, so there would be no possibility of exposing <br />people residing or working in the project area to excessive noise levels from a private airstrip. <br /> <br />XII.
