7(-131 REPORT To the Honorable Mayor and City Council From the City Manager January 13, 2003 Subject Landscape Maintenance Services Agreement with the South Bayside System Authority Recommendation Approve the Landscape Maintenance Service Agreement for a 5 -year term. Background On November 28, 1994, the South Bayside System Authority entered into an agreement with the City of Redwood City for Landscape Maintenance Services of the agreed upon landscaped areas at their facility. On February 8, 1999, the City Council approved renewal of that same Agreement for Landscape Maintenance Services with South Bay System Authority for an additional term of three years which was extended by 1 -year terms as allowed by the Agreement through December 11, 2002. The new Agreement is essentially the same except it is for a 5 -year term and compensation calculation is greatly simplified. The old Agreement tied the salary and benefit package of the Landscape Gardner to the Consumer's Price Indexforthe Bay Area plus 15 %. The new Agreement ties the compensation calculation to the City's salary resolution and the Memorandum of Understanding with the recognized employee representation organization plus 15 %. The new Agreement expires on December 11, 2007. Landscape maintenance services provided to SBSA have continued through the negotiation process. Alternative Would be to not renew the Agreement, thus terminating our landscape services with the Authority Fiscal Impact The impact would be the elimination of one Landscape Gardner position and the loss of the corresponding revenue. Conclusion Recommend the extension of the Agreement for Landscape Maintenance Services provided to the South Bayside System Authority for an additional 1 -year term.
