7.2 -91 <br />REPORT <br />_ To the Honorable Mayor and City Council <br />From Vice Mayor Ira and Council Member Hartnett <br />January 13, 2003 <br />Subject <br />City Clerk Compensation Adjustment <br />Recommendation <br />Adjust the salary of the position of City Clerk <br />Background <br />As you know, we have been behind schedule in compensation adjustments for our <br />Executive team (City Manager, City Clerk & City Attorney). The City Clerk's anniversary <br />for compensation adjustment is April of each year but we did not make her last <br />adjustment until November 2002. Her compensation was not brought to median of the <br />comparable cities at that time as we intended to implement a bonus program for the <br />Executive Team effective for the fiscal year 2002/2003 which would have provided the <br />opportunity for compensation in excess of the median. <br />As we were considering the bonus program, the economy worsened and we did not feel <br />that it was appropriate to implement a bonus program for the Executive team. As a <br />result, the City Clerk's compensation remains significantly below the median range, and <br />that was never intended by the Council. In order to compensate the City Clerk within <br />the median range of the 9 comparator bench mark cities, it is necessary to adjust her <br />salary by 4% effective her last anniversary date, April 2002. <br />The City Clerk has consistently received excellent annual performance reviews from the <br />City Council. Based upon her performance and the level of her responsibilities, the City <br />Clerk would be entitled to compensation above median. However, the City Clerk <br />understands the state of the economy and agrees to forgo a bonus program and simply <br />be adjusted to the median range of compensation. <br />Je ` Jimr <br />Vice Mayor Council Member �C <br />
