• r <br />be unacceptable at this time and unless an array of policy actions are taken in the near <br />future, the risk to all water customers will increase. Should the next drought occur before <br />additional water supply is brought online and /or substantial conservation measures <br />enacted, the City faces up to a 30% cutback in the event of a regional, system -wide <br />shortage of 20 %. When the City Council approved the Interim Water Supply Allocation <br />Plan (see Attachment 2) in May 2001, pursuant to Section 7.03(a) of the Master Contract <br />with San Francisco (sponsored by the Bay Area Water Users Association), it was <br />understood that the next drought would inflict undo hardship on Redwood City residents <br />and businesses, and staff was directed to accelerate long -term planning efforts <br />accordingly. <br />To bring focus to the water supply problem, in early 2002, the City Council added three <br />items to their priorities 'A' list, all concerning water supply: <br />1. Address Redwood City Water Supply Assurance <br />2. Implement Water Recycling Project <br />3. Regional Water Supply: Fix the System <br />Staff will facilitate a two -part presentation / discussion at the January 13 Council meeting: <br />• Presentation / demonstration of the newly completed "Water Allocation Program" for <br />single - family residential customers. Staff and the software consultant will provide a <br />short, on- screen test drive of the program and highlight the benefits to single - family <br />residential customers in both normal water supply and drought conditions. <br />• Study session / Council discussion: Staff will ask the Council for policy input / <br />guidance on how they want to allocate water in the next drought. Current use data <br />(charts) will be presented along with what will happen to the city's overall allocation <br />in various stages of drought. The Council will discuss what the targeted amount of <br />cuts for each customer class (see Attachment 1 for current use) will need to be, and <br />what the overarching policy should include. <br />Alternatives <br />The City Council could choose not to amend the policy for allocation of water during the <br />next drought at this time. <br />Fiscal Impact <br />There is no direct fiscal impact associated with this discussion. Staff will analyze the <br />financial implications of the Council's input and include comments in the subsequent staff <br />report for the pending revision of the Urban Water Management Plan, <br />Manny Rosas <br />Public Works S perintendent <br />Attachments <br />1.
