<br />6.2A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />June 14, 2010 <br /> <br />SUBJECT <br />Installation of Stop Signs on Goodwin Avenue at Virginia Avenue <br /> <br />RECOMMENDA liON <br />Approve, by resolution, the installation of stop signs on Goodwin Avenue at the <br />intersection with Virginia Avenue. <br /> <br />BACKGROUND <br />Many residents living near the intersection of Goodwin Avenue and Virginia Avenue are <br />concerned with traffic safety and undesirable driving behavior in the neighborhood. <br />Staff has evaluated the conditions at this intersection and recommends that new stop <br />signs be installed on Goodwin Avenue at its intersection with Virginia Avenue. Virginia <br />Avenue, (the major-volume street), is already stop-controlled and would remain stop- <br />controlled. As proposed, Goodwin Avenue would also be stop-controlled and the <br />intersection would be then become a multi-way (four-way) stop-controlled intersection. <br /> <br />Traffic conditions around the intersection have been studied and the results have been <br />shared with the residents living closest to the intersection. The traffic volumes at this <br />intersection currently meet the criteria established in the City's adopted Stop Sign Policy <br />for local/residential roadways. Virginia Avenue carries approximately 3,600 vehicles per <br />day and Goodwin Avenue carries approximately 1,400 vehicles per day. The <br />intersection of Goodwin Avenue and Virginia Avenue has a reasonably good safety <br />record. Police records show one reported accident within the last five years. <br /> <br />The proposed stop signs will improve pedestrian safety and convenience at this <br />intersection. Kennedy Middle School is located on Goodwin Avenue and the <br />intersection of Goodwin Avenue and Virginia Avenue is within walking distance of the <br />school. <br /> <br />The City mailed surveys to approximately fifty (50) residences around the intersection in <br />order to gauge the level of support for the proposed stop sign installations. Twenty-six <br />(26) responses were received with twenty-one (21) responses in support of the <br />proposed stop signs, and five (5) responses opposed to the stop signs. <br /> <br />Stop sign installations are permanent. Once installed, stop signs should not be <br />removed because of the potential to create driver confusion. There are some negative <br />impacts associated with the proposed installation, including additional travel times and <br />vehicle pollution created by the additional braking and accelerating. <br /> <br />Staff also reviewed the traffic conditions along Goodwin Avenue in this area to <br />determine if speed humps should also be installed. The current traffic conditions <br />(prevailing speeds) do not meet the criteria established in the City's adopted Speed <br />Hump Policy. Staff does not recommend installing speed humps at this time. However, <br />staff recommends reevaluating the traffic conditions along Goodwin Avenue after the <br />
