<br />6.3A <br />Page 7 <br /> <br />C. Pedestrian Design Features Required. On any site, or portion of a site <br />adjoining a pedestrian sidewalk or pedestrian way, all new and reconstructed buildings <br />over twenty-five (25) feet wide shall be required, as determined by the Architectural <br />Review Committee, to provide the following design features intended to create <br />pedestrian or shopper interest and to preclude inappropriate or inharmonious building <br />design and siting: <br /> <br />1. At least one (1) functional entry for every twenty-five (25) feet of building <br />frontage shall be provided. <br /> <br />2. The primary access for all buildings shall be directly to the street. <br /> <br />3. All existing buildings which have storefront entries that are not functional shall <br />be required to convert such storefront into a functional entry upon a change in tenancy. <br /> <br />4. At the ground floor, opaque, reflective, or dark tinted glass shall not be used <br />for any portions of the building. <br /> <br />5. At least sixty (60) percent of the length of the ground level, street-facing <br />building facade below a height of eight (8) feet shall be transparent window surface. To <br />qualify, the bottoms of the windows must be no more than four (4) feet above the <br />adjacent exterior grade. This requirement does not apply to the walls of parking garages <br />and residential units which are located on the ground floor. <br /> <br />6. When a site adjoins a parking plaza, an entrance to the parking plaza for <br />customer use shall be provided. (Ord. 1130.281, eff. 12-19-91: Ord. 1130.310 S 67, eff. <br />4-21-01 ) <br /> <br />26.12 Off-street Parking: Parking facilities shall be provided in accordance with <br />Article 30. In addition, parking facilities shall: <br /> <br />A. Reduce the visual impact of parking structures and parking lots by locating <br />them at the rear or interior portions of parcels; <br /> <br />B. Minimize the street frontage of the parking lot or structure by placing its <br />shortest horizontal edge along the street; <br /> <br />C. Not have frontage on Broadway or Main Street; <br /> <br />D. Provide a landscaped buffer not less than five (5) feet in width between a <br />parking lot or structure and street frontage.
