<br />6.3C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />June 28, 2010 <br /> <br />SUBJECT <br />Water Connection and Service - 787 Hillcrest Drive, in unincorporated San Mateo <br />County, CA. <br /> <br />RECOMMENDATION <br />Approve, by resolution, a request to the Local Agency Formation Commission (LAFCo) <br />for extension of water service outside jurisdictional boundaries to 787 Hillcrest Drive, <br />Redwood City, pursuant to Government Code Section 56133. <br /> <br />BACKGROUND <br />The property at 787 Hillcrest Drive (APN 058-272-080) is developed with an existing <br />single family home and second unit. This parcel is located outside of Redwood City's <br />jurisdictional boundaries, but is within the city's sphere of influence and water service <br />area. It is currently served by a single water connection to the city water system. The <br />owner of the parcel has applied to the County of San Mateo for approval to subdivide <br />the lot and create a new parcel. The owner of the parcel would like to construct a new <br />single family home on the new parcel. San Mateo County's condition of approval for <br />this subdivision is an additional water connection and service from the City of Redwood <br />City to serve the proposed residence. There is an existing 6-inch water main at the <br />frontage of the property. Approval of the proposed subdivision and construction of the <br />new residence will not require a water main extension. <br /> <br />The extension of water service outside jurisdictional boundaries is not a common <br />occurrence. The infrequent addition of a residential connection is not anticipated to <br />have any significant impact on the city's total water allotment. <br /> <br />Staff recommends that the city request LAFCo's approval to extend water service <br />outside jurisdictional boundaries to 787 Hillcrest Drive pursuant to Government Code <br />Section 56133. LAFCo requires Council approval, by resolution, of requests that the <br />city makes to LAFCo for new services. The proposed water service connection will <br />serve the proposed single family residence at 787 Hillcrest Drive. The service is subject <br />to the following conditions and fees. <br />1. LAFCo approval of the application for the proposed water service connection; <br />2. Property owner's payment of the city's water service annexation fees when request <br />is made for service; <br />3. Property owner's payment of LAFCo fees; <br />4. After approval of the construction drawings by the San Mateo County Building <br />Department and upon application for new water service, property owner's payment <br />of all applicable Redwood City fees, including connection fees associated with <br />providing proposed water service <br />
