in a manner that allows for creativity while avoiding extreme variations in sizes, colors, <br />materials and design. <br /> <br />Section 3.116. A~)~)licabilitv. The owners of two (2) or more contiguous lots or the <br />owner of a single lot may apply for approval of a master sign program. Unless the <br />Zoning Administrator or his/her designee determines that a master sign program is <br />impractical or unwarranted, a master sign program shall be required as a condition of <br />approval for the following projects: <br /> <br /> a. Multiple Occupancy Projects. Following the effective date of the Ordinance <br /> adding this Article to this Chapter 3 of the Code, no sign permit shall be issued <br /> for a property with multiple tenants until a master sign program is approved by <br /> the City. Thereafter, any sign face change or replacement of an existing sign <br /> shall be in compliance with the provisions of the approved master sign program. <br /> <br /> b. Planned Developments and New Multiple Occupancy Projects. A master <br /> sign program shall be required as a condition of approval for any Planned <br /> Development (PD) project as set forth in Article 46 ("Planned Development <br /> Permits") of the Zoning Ordinance and any proposed project with multiple <br /> tenants. A master sign program shall be established prior to the installation of <br /> any individual signs for such projects. <br /> <br />Section 3.117. Review Process. Applications for approval of new and amended <br />master sign programs are subject to review and approval by the Architectural Review <br />Committee in accordance with the provisions of Division 2 ("Permits") of this Article. <br />Each master sign program shall designate the number, size, location, design, colors <br />and materials for each type of signs on the property. <br /> <br />Section 3.118. Modifications to Regulations. Upon approval of a master sign <br />program, the Architectural Review Committee may modify any requirements of this <br />Article provided the following findings are made: <br /> <br /> a. Strict adherence to the requirements of this Article would unduly impede or <br /> interfere with the ability of one (1) or more businesses to provide adequate <br /> identification to the public in an equitable manner compared to other businesses; <br /> <br /> b. The signs are in architectural harmony and scale with buildings on the property <br /> and in the immediate vicinity; and <br /> <br /> c. The granting of the requested modification will not be contrary to the purpose or <br /> objectives of this Article. <br /> <br />Section 3.119.
