By resolution appoint Pamela Thompson to the position of City Attorney of the City
of Redwood City and authorize the Mayor to execute an employment agreement
with Ms. Thompson for the position.

2. By resolution, extend the appointment of Roy C. Abrams to the position of Interim
City Attorney for the City of Redwood City until August 3, 1010.

BACKGROUND
In December, 2009, City Attorney Stan Yamamoto announced his intentions to retire on
January 15th, 2010. The City Council, in collaboration with the department of Human
Resources, contracted with Ralph Anderson & Associates to provide executive
recruitment services for the position of City Attr:>rney. Applicants were identified and
screened by Ralph Anderson & Associates, and the most qualified candidates were
referred to the City to be interviewed by the City Council. As a result of those interviews,
it is recommended that the Council appoint Pamela Thompson to the position of City
Attorney, effective August 4, 2010. Ms. Thompson is a graduate of Tulane Law School,
and has practiced law for almost 25 years. She has served as the City Attorney of San
Bruno for the last eight years. Her prior public sector work includes service as a criminal
prosecutor in New Orleans and an employment litigator for the City and County of San
Francisco.

The principle features of the Employment Agreement are:

Ms. Thompson's base rate of pay will be $7,964 per biweekly pay period which equates
to $17,256 per month. The starting salary is competitive with other cities in the Bay
Area. Ms. Thompson will be offered the standard benefits offered to other executive
management employees which is attached to the employment agreement as Appendix
A.

Subsequent to Stan Yamamoto's retirement, Roy C. Abrams was appointed to the
position of Interim City Attorney for a six-month term, beginning January 18, 2010 and
ending July 18, 2010, while the recruitment to fill the position permanently was in
progress. The new City Attorney will be starting on August 4, 2010, therefore it is
recommended that the Council approve an extension of the current employment
agreement for Roy C. Abrams as Interim City Attorney until August 3, 2010. This
extension will ensure the continuity of City Attorney services for the City, and will allow
for a smooth transition of the position to a new incumbent.
