of said Properties compatible with lands in the vicinity thereof, including the Lido <br />Area; <br /> <br /> J. Potential development of the TP Zoned Properties pose a current <br />and immediate threat to the public health, safety, or welfare, and approval of <br />additional subdivisions, use permits, variances, building permits, or any other <br />applicable entitlement for use within the TP Zoned Properties would result in that <br />threat to public health, safety, or welfare; and <br /> <br /> K. An urgency interim ordinance prohibiting development within the <br />TP Zoned Properties, enacted pursuant to the provisions of Government Code <br />Section 65858 is required in order to allow a reasonable time to study and <br />consider contemplated General Plan, Specific Plan, and zoning proposals for the <br />TP Zoned Properties. <br /> <br /> Section 2. A moratorium is hereby established upon the development of <br />property located within the TP Zoned Properties as shown on Exhibit "A" hereof. <br />From and after the date of adoption of this Ordinance and until the moratorium <br />hereby established shall expire, or be rescinded, no subdivisions, use permits, <br />variances, building permits, or any other applicable entitlement for use or <br />development of the TP Zoned Properties shall be approved or issued by or on <br />behalf of the City. <br /> <br /> Section 3.
