protecting minors from crime, protecting the public from crimes <br /> perpetrated by minors, assuring the exercise of parental control <br /> over, and the responsibility for, minors, and in reducing the <br /> opportunities for crimes by and against minors. <br /> <br /> B. Druq Paraphernalia. In enacting Adicle II of Chapter 19 of the Code <br />of the City of Redwood City as added by this Ordinance, this Council finds that: <br />(1) Section 19.8 of the Code of the City of Redwood City (enacted <br />pursuant to Ordinance No. 1816, adopted March 10, 1980) <br />established, as a nuisance, the exhibition or display of drug <br />paraphernalia (as therein defined) in any place of business in a <br />manner which did not exclude minor persons under the age of <br />eighteen (18) therefrom; <br /> <br /> (2) Persons under the age of eighteen (18), as a consequence of their <br /> lack of maturity and experience, and their inability to make critical <br /> decisions in a fully informed and mature manner, are particularly <br /> vulnerable to, and enticed by, the unlawful use of drugs and other <br /> controlled substances associated with drug paraphernalia; <br /> <br /> (3) Failure to comply with State law governing exclusion of minors <br /> from places of business dealing in drug paraphernalia may be <br /> grounds for revocation or nonrenewal of local entitlements (Health <br /> & Saf.
