<br />6.1C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 12, 2010 <br /> <br />SUBJECT <br />Amendment No.2 to Professional Services Agreement with Keyser Marston Associates (KMA) <br />related to the "Stanford in Redwood City" Project <br /> <br />RECOMMENDATION <br />Approve, by motion, Amendment No.2 of the professional services agreement with KMA in the <br />amount of $57,627 for the "Stanford in Redwood City" Project. <br /> <br />BACKGROUND <br />Stanford University has submitted an application for a new "Stanford in Redwood City" campus. <br />The project would occupy a 35-acre portion of a larger 48-acre (former Mid-Point Technology <br />Park) campus that is intersected by Broadway and generally bounded by Highway 101, Douglas <br />Avenue, Bay Street and Second Avenue. The proposal would replace 537,000 square feet of <br />existing Research and Development (R&D) building space with approximately 1,518,000 square <br />feet of administrative office space and to a lesser extent medical clinic and R&D uses. The <br />proposed concept plan would triple the size of the existing campus with up to 13 commercial <br />buildings and four parking structures. <br /> <br />On March 23, 2009, the City executed an agreement with KMA to prepare a Fiscal & Economic <br />Analysis for the Stanford in Redwood City Project. The original agreement was in the amount of <br />$140,800. On May 15, 2009, the City Council approved Amendment No.1 that involved only <br />text changes to the original agreement. KMA is now requesting an amendment in the amount of <br />$57,627 to cover the cost of additional meetings and analysis that were not anticipated under the <br />original contract. This amendment brings the total cost of the consultant's scope of work to <br />$198,427. Stanford and staff agreed on the components of the additional scope and Stanford <br />has agreed to fund the completion of these additional tasks (Attachment 1). <br /> <br />Staff will continue to coordinate this study with the other studies being undertaken for this project <br />including the Housing Impact Analysis, Childcare Analysis, Environmental Impact Report and <br />Precise Plan. <br /> <br />ALTERNATIVE <br />Council may chose not to approve contract amendment No 1 with KMA and direct staff to modify <br />the scopes of work, work with another consultant or perform the work in-house. Additional staff <br />resources would be required. <br /> <br />FISCAL IMPACT <br />The development proposal is subject to the City's cost recovery system. The developer has <br />submitted deposits to cover the cost of staff time needed to review and process the development <br /> <br />1 <br />
