<br />6.10 <br /> <br />REPORT <br /> <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />July 12, 2010 <br /> <br />SUBJECT <br />Award of Agreement for Month to Month Electrical Maintenance Services with Republic <br />ITS Inc., of Novato, California <br /> <br />RECOMMENDATION <br />By motion approve the Agreement for month to month electrical maintenance services <br />with Republic ITS Inc. of Novato, California, in the amount of $49,795 and authorize the <br />City Manager to approve and execute additional agreements not to exceed $50,000 per <br />month for a period of up to six months. <br /> <br />BACKGROUND <br />Between 2008 and 2009, the positions of Maintenance Electrician and Lead <br />Maintenance Electrician in the Public Works Services (PWS) Traffic Control <br />Maintenance Section became vacant through staff attrition (resignation and retirement). <br />Additionally, as a cost saving measure, City Council action eliminated these two vacant <br />positions from the fiscal year 2009-2010 budget. However, the approved budget <br />included $296,000 for contract services. It is imperative that the City perform electrical <br />maintenance and repair of city-owned and operated assets, including street lights, traffic <br />signals, lighted crosswalks and other infrastructure. Therefore, in the interim period, <br />PWS retained the services of a local contractor to provide these services on an interim <br />basis.. To continue providing these essential services, on June 9, 2010 the City Clerk's <br />office publicly advertised the Request for Bids for a Month to Month Contract for <br />electrical maintenance services to cover a six month period. Bids were opened on June <br />23, 2010 and the firm of Republic ITS (Intelligent Transportation Services), Inc. <br />submitted the lowest responsive bid for this work. The firm of A & F Engineering <br />submitted the lowest apparent bid, but in reviewing their bid it was determined that they <br />neglected to include required cost information on a bid item and their bid was <br />determined to be non-responsive. <br /> <br />During the last half of 2010, the PWS Department will assemble and release a <br />comprehensive Request for Proposal soliciting detailed pricing and p'erformance <br />information from electrical maintenance firms. Additionally, discussions between the <br />City and SEIU are ongoing relating to the issue of contracting out work that had <br />previously been performed by bargaining unit members. Resolution to this issue is <br />expected to be reached within the next six months. On or around the end of the six <br />month period the PWS department will return to the City Council to request their <br />consideration for issuance of a year-long and renewable contract for electrical <br />maintenance and repair services. <br />
