6.10 REPORT To the Honorable Mayor and City Council From the Ci Mana er July 12, 2010 SUBJECT Award of Agreement for Month to Month Electrical Maintenance Services with Republic ITS Inc., of Novato, California RECOMMENDATION By motion approve the Agreement for month to month electrical maintenance services with Republic ITS Inc. of Novato, California, in the amount of $49,795 and authorize the City Manager to approve and execute additional agreements not to exceed $50,000 per month for a period of up to six months. BACKGROUND Between 2008 and 2009, the positions of Maintenance Electrician and Lead Maintenance Electrician in the Public Works Services (PWS) Traffic Control Maintenance Section became vacant through staff attrition (resignation and retirement). Additionally, as a cost saving measure, City Council action eliminated these two vacant positions from the fiscal year 2009-2010 budget. However, the approved budget included $296,000 for contract services. It is imperative that the City perform electrical maintenance and repair of city-owned and operated assets, including street lights, traffic signals, lighted crosswalks and other infrastructure. Therefore, in the interim period, PWS retained the services of a local contractor to provide these services on an interim basis.. To continue providing these essential services, on June 9, 2010 the City Clerk's office publicly advertised the Request for Bids for a Month to Month Contract for electrical maintenance services to cover a six month period. Bids were opened on June 23, 2010 and the firm of Republic ITS (Intelligent Transportation Services), Inc. submitted the lowest responsive bid for this work. The firm of A & F Engineering submitted the lowest apparent bid, but in reviewing their bid it was determined that they neglected to include required cost information on a bid item and their bid was determined to be non-responsive. During the last half of 2010, the PWS Department will assemble and release a comprehensive Request for Proposal soliciting detailed pricing and p'erformance information from electrical maintenance firms. Additionally, discussions between the City and SEIU are ongoing relating to the issue of contracting out work that had previously been performed by bargaining unit members. Resolution to this issue is expected to be reached within the next six months. On or around the end of the six month period the PWS department will return to the City Council to request their consideration for issuance of a year-long and renewable contract for electrical maintenance and repair services.
