<br />~ <br /> <br />6.3C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />July 12, 2010 <br /> <br />SUBJECT <br />Summary Vacation of Public Right-of-Way - Winslow Street Realignment <br /> <br />ReCOMMENDATION <br />Adopt a Resolution, summarily vacating a portion of Winslow' Street, reserving a 20 <br />foot-wide PG&E easement, and accepting an easement deed arid a grant deed from <br />San Mateo County, pursuant to the Land Exchange Agreement (Attachment 1). <br /> <br />BACKGROUND <br />The City and the County cooperated in the realignment of Winslow Street in 1995, in <br />order to realign the road to improve traffic safety. The realignment eliminated an <br />awkward-looking IIcurve" in Winslow Street, and also provided additional area for <br />parking at the Government Center. <br /> <br />The County and City have agreed to exchange properties in order to clarify property <br />ownership relative to the realigned road, and provide PG&E with an easement for a high- <br />pressure gas main. City Council approved this land exchange agreement December 14, <br />2004. <br /> <br />The Exchange Agreement calls for the County to deed Jand to the City in order to <br />create room for the new realignment (Attachment 1, Exhibit D). The City would in turn <br />vacate the unused portions of Winslow Street in favor of the County. Attachment 1, <br />Exhibit D illustrates the exchange agreement where the City grants parcels A, B, and C, <br />and the County in turn grants parcels 0, and F. <br /> <br />The summary vacation will be followed by quitclaim deeds to the County, relinquishing <br />our interest in the right-of-way. <br /> <br />ALTERNATIVE <br />Do not approve the summary vacation and acceptance of both the easement and grant <br />deeds, which is contrary to the Land Exchange Agreement. already approved by <br />Council. <br /> <br />FISCAL IMPACTS <br />This action will not impose any new financial responsibility to the City. <br /> <br />~r-;$ <br /> <br />Paul Willis, P.E. <br />Senior Civil Engineer <br /> <br />
