~ 6.3C Page 1 REPORT To the Honorable Mayor and City Council From the Ci Mana er July 12, 2010 SUBJECT Summary Vacation of Public Right-of-Way - Winslow Street Realignment ReCOMMENDATION Adopt a Resolution, summarily vacating a portion of Winslow' Street, reserving a 20 foot-wide PG&E easement, and accepting an easement deed arid a grant deed from San Mateo County, pursuant to the Land Exchange Agreement (Attachment 1). BACKGROUND The City and the County cooperated in the realignment of Winslow Street in 1995, in order to realign the road to improve traffic safety. The realignment eliminated an awkward-looking IIcurve" in Winslow Street, and also provided additional area for parking at the Government Center. The County and City have agreed to exchange properties in order to clarify property ownership relative to the realigned road, and provide PG&E with an easement for a high- pressure gas main. City Council approved this land exchange agreement December 14, 2004. The Exchange Agreement calls for the County to deed Jand to the City in order to create room for the new realignment (Attachment 1, Exhibit D). The City would in turn vacate the unused portions of Winslow Street in favor of the County. Attachment 1, Exhibit D illustrates the exchange agreement where the City grants parcels A, B, and C, and the County in turn grants parcels 0, and F. The summary vacation will be followed by quitclaim deeds to the County, relinquishing our interest in the right-of-way. ALTERNATIVE Do not approve the summary vacation and acceptance of both the easement and grant deeds, which is contrary to the Land Exchange Agreement. already approved by Council.
