07/12/2010 ORIGINAL RESOLUTION NO. 15037 A RESOLUTION OF THE CITY OF REDWOOD CITY ADOPTING THE BUDGET OF THE CITY OF REDWOOD CITY FOR FISCAL YEAR JULY 1 2010 - JUNE 30 2011 AND PROVIDING FOR THE APPROPRIATION AND EXPENDITURE OF ALL SUMS SET FORTH IN SAID BUDGET WHEREAS, in accordance with the Charter of the City of Redwood City, the City Manager has submitted to the Council of Redwood City a proposed annual budget for Fiscal Year July 1, 2010 -June 30, 2011; and WHEREAS, pursuant to the Charter, after duly noticed public hearing, the Council has approved the budget and it has been certified by the City Clerk and the City Manager as the Budget, as amended, of the City for Fiscal Year 20010 -2011; and WHEREAS, it is the intention of the Council of Redwood City to adopt the certified copy of the Budget presently on file in the office of the City Clerk; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: SECTION 1 . Adoption of Budget The Budget for the Fiscal Year July 1, 2010 - June 30, 2011, approved by the Council and certified by the City Clerk and City Manager, presently on file in the office of the City Clerk, is adopted. The Budget is contained in the document entitled "Recommended Budget FY 2010 - 2012." SECTION 2 . Appropriations The amounts designated for subprograms in the Budget document's "Operating Programs" section are appropriated to each designated subprogram and the amounts designated for capital projects listed in the Budget document's "Capital Improvement Projects" section are appropriated, excepting those for the Redevelopment Agency. The Beginning Balance in the Budget document's "Analysis of Budget by Fund" and the Revenue Estimates for 2010 -11 in the Budget document's "Budget Summary", including those for the Redwood City Public Financing Authority and assessment and improvement districts, excepting those for the Redevelopment Agency, are appropriated. SECTION 3 Provision for Interim Expenditures as of July 1, 2010, Reappropriations All expenses incurred after July 1, 2010 shall be charged to the 2010 -2011 Budget. SECTION 4. Layoffs. In the judgment of the City Council it is necessary to reduce the work force in the interest of the economy and /or because the position involved no longer exists. The several Memoranda of Understandings establish layoff procedures, including bumping rights. The City Council recognizes that the implementation of the layoff procedures for a specific position, depending upon the bumping rights of the impacted employees, may result in the actual layoff of an ATTY /RESO /RESO.2029 l #15037 070110 MUFF # 501
