". .~:~..' :..:~ <br /> <br />July 26,2010 <br /> <br />SUBJECT <br />Approval of Construction Improvement Agreement for 1100 Veterans Boulevard, Kaiser <br />Hospital <br /> <br />RECOMMENDATION <br />Approve by motion, the execution of a construction improvement agreement with Kaiser <br />Permanente, for construction improvements at 1100 Veterans Boulevard. <br /> <br />BACKGROUND <br />On June 29, 2010, the Planning Commission recommended approval of modifications <br />to the Kaiser Hospital Downtown Medical Campus Precise Plan and approved a <br />Planned Community (PC) Permit for Kaisers Phase 1 Hospital Replacement Project. <br />The EIR was originally certified by Planning Commission on June 24, 2003 and City <br />Council adopted an ordinance approving the Kaiser Precise plan on September 8, <br />2003. The Kaiser Master Plan involves phased demolition of all existing 15.6 acre <br />Kaiser campus buildings, except for the 749 stall Veterans Boulevard parking structure. <br />The amended Phase 1 plan recently approved by Planning Commission is for a smaller <br />149 bed- 280,000 square foot hospital, a 16,000 square foot Central Utility Plant, on- <br />site improvements with landscaping and pedestrian pathways, and offsite <br />improvements including changes to Walnut Street, Veterans Boulevard, and Maple <br />Street. <br /> <br />The Permits' conditions require the developer to construct certain improvements to <br />provide services to the new structures, including roadway realignments, new driveways, <br />relocated utility services, new sidewalk curbs and gutters, fire department connections, <br />drainage facilities, crosswalks, a bus shelter, landscaping, and other typical site <br />improvements within the public right of way. <br /> <br />The Building, Infrastructure and Transportation Department have approved the plans <br />for the improvements submitted by the developer's design consultants, HOK and BKF <br />Engineers. Inspections will be performed by City Engineering staff during construction <br />to insure compliance with the permit conditions. <br /> <br />The owner is required to post Faithful Performance and Payment Bonds, each in the <br />amount of $4,991 ,981.00 <br /> <br />A complete copy of the Construction Agreement is available for review in the City <br />Clerk's Office. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the improvement agreement which would be <br />contrary to the recommendations provided by the PC Permit. <br />
