"- <br />as appropnale. <br /> <br />BACKGROUND <br />The City of Redwood City is required by the California Health and Safety Code to <br />prepare a report regarding Public Health Goals. Section 116470 (b), (c), and (f) of the <br />Health and Safety Code (see Attachment 1.a of the Report) specifies that every three <br />- years, public water systems serving more than 10,000 service connections shall <br />prepare a report that is intended to inform the public of any California Public Health <br />Goal (PHG) exceedance that occurred within the prior three years. The Public Works <br />Services Department prepared and submitted the Report to the California Department <br />of Public Health on June 29, 2010 (see Attachment 1) and posted it on line at: <br />http://www.redwoodcitV.orQ/publicworks/water/waterqualitV.htm <br /> <br />A PHG is a non-enforceable goal established by the California Environmental Protection <br />Agency's Office of Environmental Health Hazard Assessment (OEHHA), and is not to <br />be confused with Maximum Contaminant Level (MCL). An MCL is the enforceable level <br />of a contaminant that is allowed in drinking water. <br /> <br />Drinking water constituents that have a California primary drinking water standard and <br />for which a PHG has been set are to be addressed in the Report. Att?chment B of the <br />Report contains the regulated constituent (lead) for which the City of Redwood City <br />exceeded the PHG. Please note that water containing lead is not delivered to <br />consumers through the City water distribution system, but rather, it is a product of <br />constituents leaching from fixtures containing lead within consumer's homes. A more <br />detailed explanation of this occurrence is given in the Public Health Goal Report. <br /> <br />The Gode further specifies that a public hearing is to be held for the purpose of <br />accepting and responding to public comment on the Report. The hearing can be part of <br />any regularly scheduled meeting. The California Health and Safety Code does not <br />require any action to be taken for mitigating contaminant levels that exceed the PHG, as <br />long as they are below the corresponding MCL. Review of the Report and comments <br />received on the Report are for information and recommendation purposes only. <br /> <br />This Recommendation: <br /> <br />· Allows the City of Redwood City to meet the requirements of California Health and <br />Safety Code section 116470 which specifies that a public hearing is to be held for <br />the purpose of accepting and responding to public comment on the Report. <br />
