'. .' . . ~ . . . <br /> <br />To the Honorable~~YQr,~.~d..~i.t:y:::q9:9"~U <br />Fronl:;the;.:,C.j.. .::;::Ma:nj:.;'er <br /> <br />July 26, 2010 <br /> <br />SUBJECT <br />Determination of Completion - Redwood City Recycled Water Project - Phase I - <br />Bayfront Distribution System - Bid Package 8 (East Bayshore Road I Bair Island Road, <br />Redwood Creek, Highway 101) and Maple.Street) <br /> <br />ReCOMMENDATION <br />By motion, determine that the Redwood City Recycled Water Project - Phase I - <br />Bayfront Distribution System - Bid Package 8 (East Bayshore Road, Bair Island Road) <br />Redwood Creek, Highway 101, and Maple Street) (the "Project") is complete. <br /> <br />BACKGROUND <br />On February 9, 2009, the City Council awarded the construction for the Redwood City <br />Recycled Water Project - Phase I - Bayfront Distribution System - Bid Package 8 <br />Project to the lowest responsible bidder, Peak Engineering, Inc., of San Francisco, for <br />their responsive and responsible low bid of $949J450.00 and authorized the City <br />Manager to increase the contract amount up to 10% if necessary. <br /> <br />Sixteen bids were received at the bid opening on January 21, 2009. The low bid of <br />$949,450.00 from Peak Engineering, Inc., was 38% lower than the engineer's estimate <br />of $1,550,000.00 for the cost of constru.ction. Staff attributed more bidders and lower <br />bid amounts than typical to a very competitive bidding environment due to the economic <br />downturn. <br /> <br />This project is the ninth recycled water distribution pipeline construction project. The <br />work extended the recycled water transmission piping system from Redwood Shoresl <br />Bair Island bike path to Seaport Boulevard between Bair Island Road and Maple Street. <br />More than 1,840 linear feet of 24-inch diameter PVC (polyvinyl chloride) and welded <br />steel pipe were installed along East Bayshore Road, Bair Island Road, Redwood Creek, <br />Highway 101) and Maple Street. Completion of this project in conjunction with the <br />completion of Bid Package 5A concludes construction of Phase I of the recycled water <br />transmission piping system. At this point, recycled water service is available to all <br />Redwood City customers east of Highway 101. <br /> <br />On October 12, 2009. Council authorized the City Manager to increase the contract <br />amount up to 25% to accommodate change orders generated by unforeseeable work. <br />Challenging site conditions on this project required additional work that included <br />modifying bridge pipe supports, revising the bridge. pipe alignments, additional steel <br />welding, adding an epoxy coated steel pipe, and miscellaneous modifications due to <br />utility conflicts. <br /> <br />The final contract amount, as determined by staff, is $1,172,826.00; 23.50% more than <br />the contract amount initially awarded. This tentative final amount is within the 250/0 <br />overage previously authorized by Council. Eleven (11) change orders totaling <br />$223,376.00 would be issued.
