Adopt a "Resolution of Local Support" to allow staffs application for STP/CMAQ
funding.
2. Approve, by resolution, use of STP/CMAQ funds, if awarded, for the 2010-2011
Street Overlay project.
3. Authorize, by. motion, the City Manager to execute related grant documents and
accept funds if awarded.

BACKGROUND
Staff seeks federal STP and CMAQgrant funds, which are available to local agencies
on a rotating basis, for the 2010-2011 Street Overlay project (East Bayshore Road,
Redwood Avenue, and Veterans Boulevard). Similar to other grant funds previously
secured,. STP/CMAQ funds granted to the state are administered by Caltrans, who in
turn, assigns a significant portion of the funds to the Metropolitan Transportation
Commission (MTC) and other regional transportation planning agencies. As the
prospective recipient of STP/CMAQ funds for this region, MTC has established priorities
for how STP/CMAQ funds will be spent in the Bay Area. Locally,MTC will allocate
STP/CMAQ funds to the City/County Association of Governments (C/CAG) to distribute
to agencies in8an Mateo County.

C/CAG estimates that approximately $6.5 million in STP/CMAQ funds will be made
available to the 21 agencies in San Mateo County responsible for local street and road
projects.C/CAG uses the same formula to allocate STP/CMAQ funds that is used to
allocate Measure A funds. Based on this formula, Redwood City's expected share of
STP/CMAQ funding is approximately $887,000. Applicants for STP/CMAQ funding are
required by MTC to adopt a "Resolution of Local Support".

Roadway resurfacing locations currently identified as the 2010-2011 Street Overlay
project and proposed for STP/CMAQgrant funding are as follow.
. East Bayshore Road, from Seaport to Haven
. Redwood Avenue, from EI Camino to Hudson
. Veterans Boulevard, from Whipple to Chestnut
The work will include bicyCle enhancements and curb ramps to improve accessibility.
These locations had earlier been identified as the work of the 2009-2010 Street Overlay
project, however that project had to necessarily be modified as anticipated federal grant
funding (Jobs for Main Street) did not materialize. In the event the STP/CMAQ funding
amounts are lower than anticipated, staff may modify or eliminate components of the
2010-2011 Street Overlay project to match funding availability.
