',..', .:- .:. : T (J;,jh~ HO"llrabl~~~~~~ci~~~~:ri~i: July 26, 2010 SUBJECT Revisions to the Kaiser Downtown Medical Campus Precise Plan for Kaiser Permanente's Phase I Hospital Replacement Project RECOMMENDATION Consider the certified Kaiser Permanente Redwood City Medical Center Master Plan Final Environmental Impact Report ("Kaiser EIR") and the First and Second Addendums to the Kaiser EIR before taking the following action: Amendf by resolution, the Kaiser Downtown Medial Campus Precise Plan ("Kaiser Precise Plan") to allow the following changes to Kaiser's Phase 1 Hospital Replacement Project: 1) Relocate new hospital's primary entrance from Veterans Blvd. to the campus interior with vehicular access provided from Marshall Court and Maple Street. 2) Open Marshall Court cul-du sac to allow pedestrian and vehicular access to the new hospitalfs primary entrance. 3) Relocate ambulance drop-off area from Walnut Street to Veterans Blvd. 4) Relocate and reconfigure Walnut Street emergency department (ED) drop-off and walk- in area. 5) Revise Walnut Street and Veterans Blvd. setback and frontage improvement standards (Refer to Attachments 1 and 2). PROJECT DESCRIPTION The Kaiser Precise Plan, approved by the City Council in 2003, allows for the 15.6 acre Kaiser Master Plan which involves the phased demolition of all existing Kaiser campus buildings, except for the existing Veterans Blvd. parking structure, and the construction of a new hospital (440,000 square feet, 192 bed); Central Utility Plant (CUP) (28,000 square feet); four new medical clinic buildings; .a cancer care building; an administrative office building; and four parking structures. Kaiser has submitted an application for the first phase of the Kaiser Precise Plan called the Phase 1 Hospital Replacement Project. As part of this application Kaiser is requesting modifications to their previously approved Kaiser Precise Plan (see Discussion section of this report for a more detailed description of proposed Precise Plan modifications). The Phase I Hospital Replacement Project improvements are summarized below: 1) New Hospital: A smaller 280,000 square foot (149 bed) facility with two, six and seven story building heights; 2) New Central Utility Plant (CUP): A smaller 16,000 square foot, two story facility; 3) On-site improvements: A new healing garden with dining terrace, outdoor furniture, landscaping, lighting and other amenities; 4) Off-site improvements: Wider sidewalks with improved pedestrian enhancements on Walnut Street and Veterans Blvd. including intersection bulb outs, narrowed Walnut Street right-of way and median safety fence.
