<br />7A <br />Page 1 <br /> <br />RER:o'aT' . <br />;::::.~.:'\<;:>< :i(:::.<:Y~:tI)T:;.:>./(::. ... . <br /> <br />"". ," -. .. <br />',..', .:- .:. : <br /> <br />T (J;,jh~ HO"llrabl~~~~~~ci~~~~:ri~i: <br /> <br />July 26, 2010 <br /> <br />SUBJECT <br />Revisions to the Kaiser Downtown Medical Campus Precise Plan for Kaiser Permanente's <br />Phase I Hospital Replacement Project <br /> <br />RECOMMENDATION <br />Consider the certified Kaiser Permanente Redwood City Medical Center Master Plan Final <br />Environmental Impact Report ("Kaiser EIR") and the First and Second Addendums to the <br />Kaiser EIR before taking the following action: <br /> <br />Amendf by resolution, the Kaiser Downtown Medial Campus Precise Plan ("Kaiser Precise <br />Plan") to allow the following changes to Kaiser's Phase 1 Hospital Replacement Project: <br />1) Relocate new hospital's primary entrance from Veterans Blvd. to the campus interior <br />with vehicular access provided from Marshall Court and Maple Street. <br />2) Open Marshall Court cul-du sac to allow pedestrian and vehicular access to the new <br />hospitalfs primary entrance. <br />3) Relocate ambulance drop-off area from Walnut Street to Veterans Blvd. <br />4) Relocate and reconfigure Walnut Street emergency department (ED) drop-off and walk- <br />in area. <br />5) Revise Walnut Street and Veterans Blvd. setback and frontage improvement standards <br />(Refer to Attachments 1 and 2). <br /> <br />PROJECT DESCRIPTION <br />The Kaiser Precise Plan, approved by the City Council in 2003, allows for the 15.6 acre <br />Kaiser Master Plan which involves the phased demolition of all existing Kaiser campus <br />buildings, except for the existing Veterans Blvd. parking structure, and the construction of a <br />new hospital (440,000 square feet, 192 bed); Central Utility Plant (CUP) (28,000 square <br />feet); four new medical clinic buildings; .a cancer care building; an administrative office <br />building; and four parking structures. <br /> <br />Kaiser has submitted an application for the first phase of the Kaiser Precise Plan called the <br />Phase 1 Hospital Replacement Project. As part of this application Kaiser is requesting <br />modifications to their previously approved Kaiser Precise Plan (see Discussion section of <br />this report for a more detailed description of proposed Precise Plan modifications). The <br />Phase I Hospital Replacement Project improvements are summarized below: <br />1) New Hospital: A smaller 280,000 square foot (149 bed) facility with two, six and seven <br />story building heights; <br />2) New Central Utility Plant (CUP): A smaller 16,000 square foot, two story facility; <br />3) On-site improvements: A new healing garden with dining terrace, outdoor furniture, <br />landscaping, lighting and other amenities; <br />4) Off-site improvements: Wider sidewalks with improved pedestrian enhancements on <br />Walnut Street and Veterans Blvd. including intersection bulb outs, narrowed Walnut <br />Street right-of way and median safety fence. <br />
