Summary <br /> <br />Environmentally Superior Alternative <br /> <br />Alternative B, Phase I Alternative (with Buffer), would reduce the project's anticipated air quality <br />emissions (spe~ificaIly NOx emission) to a less than significant level due to a 71 percent reduction <br />in throughput (leading to an proportional reduction in off-road equipment operations). The Phase 1 <br />Alternative would achieve the main project objectives, which are associated with rehabilitating the <br />dilapidated wharves. Moreover, by constructing a vegetated buffer along the eastern edge of the. <br />property, this alternative would introduce a visual buffer that would screen the project site from <br />nearby uses such as the Pacific Shores Center. The Phase 1 Alternative would not fully achieve the <br />Phase 2.objectives of the project, which is to further increase throughput at the project site and . <br />provide landside storage and operational flexibility at the wharves.
