I

2. Summary

Environmentally Superior Alternative

Alternative B, Phase I Alternative (with Buffer), would reduce the project's anticipated air quality
emissions (spe~ificaIly NOx emission) to a less than significant level due to a 71 percent reduction
in throughput (leading to an proportional reduction in off-road equipment operations). The Phase 1
Alternative would achieve the main project objectives, which are associated with rehabilitating the
dilapidated wharves. Moreover, by constructing a vegetated buffer along the eastern edge of the.
property, this alternative would introduce a visual buffer that would screen the project site from
nearby uses such as the Pacific Shores Center. The Phase 1 Alternative would not fully achieve the
Phase 2.objectives of the project, which is to further increase throughput at the project site and .
provide landside storage and operational flexibility at the wharves. However, this phase of the
proposed project remaiDs speculative, since no specific pl~s have been developed for the
reconfigurations of the upland areas. .

Wharves 1 and 2 RedevelDpment Prolecl
Draft Envlrarmenlallmpad Report

2-18

ESA / 2DnSD
March 2010
