REPORT <br />January 27, 2003 <br />9 he Honorable <br />72A-1 <br />aty Council <br />ty Manager <br />Subject <br />By resolution (1) approve Memorandum of Understanding with the Police Sergeants <br />Association; (2) authorize proposed salary ranges for the classification of Police Sergeant. <br />Recommendation <br />It is recommended that the City Council (1) authorize a new Memorandum of <br />Understanding with the Police Sergeant Association; (2) authorize the amendment to the <br />salary and wage plan to incorporate the new salary ranges for the classification of Police <br />Sergeant. <br />Background <br />The City and the Police Sergeants Association (PSA) have met and conferred on all <br />matters relating to the terms and conditions of employment, and have reached a tentative <br />agreement on a Memorandum of Understanding, subject to Council approval. <br />The following is a summary of the specific changes: <br />Term: 4 -year — September 1, 2002 through August 31, 2006 <br />First Year: <br />Salary: Effective September 9, 2002 — 7.4% Increase based on formula <br />Sick Leave: Effective September 9, 2002 increase the sick leave accrual from 8 hours per <br />month to 10 hours per month. <br />Medical: Effective September 1, 2002, provide retiree medical coverage to include family <br />for PSA members who retire on a disability retirement. <br />Reduce the number of years of service required to qualify for retiree medical from 20 to 10 <br />years. <br />Second Year <br />Salary: Effective with the first full pay period on or after September 1, 2003 Increase <br />based on formula <br />Deferred Compensation: Effective with the first full pay period on or after September 1, <br />2003, 2% City contribution to deferred compensation plan. <br />Vision: Effective with the first full pay period on or after September 1, 2003, City to provide <br />Vision care benefits for employee and dependents. <br />
