426 -I <br />REPORT <br />To the Honorable Mayor and City Council <br />From Vice Mayor Ira and Council Member Hartnett <br />January 27, 2003 <br />Subject <br />City Attorney Compensation Adjustment <br />Recommendation <br />Adjust the salary of the position of City Attorney <br />Background <br />As you know, we have been behind schedule in compensation adjustments for our <br />Executive Team (city manager, city clerk and city attorney). We have recently, <br />belatedly completed the adjustments for the city manager and city clerk. We similarly <br />need to adjust the city attorney's compensation. At the time we did the city attorney's <br />adjustment as of July 2002, we informed the council that we would recommend a bonus <br />program that would apply to the executive team which would, based on performance, <br />provide the opportunity for the compensation substantially above median. The Bonus <br />Program would have been in the 5% to 10% range. However, as you know, due to the <br />economy, we no longer intend to recommend a bonus program. As such, we have <br />reviewed the comparator cities and in order to properly adjust the City Attorney's <br />compensation to the median range, we recommend a 3% increase to his base <br />compensation as of the last pay period of July 2002. For reference purposes, this <br />adjustment still leaves the City Attorney below the compensation level of the just <br />departed San Mateo City Attorney. <br />The City Attorney has had the challenge and opportunity to establish and organize from <br />scratch a legal department for the City of Redwood City, all the while attending to the <br />tremendous demand for legal services and advice. Based upon his performance and <br />level of responsibilities, the City Attorney would be entitled to compensation through a <br />bonus system far in excess of the median. However, the City Attorney understands the <br />state of the economy and agrees to forgo a bonus program and simply be adjusted to <br />the median range as recommended. <br />JefG Akliartneft, Council Member <br />
