10 -Alf <br />Redwood Shores <br />January 24, 2003 <br />Page -2- <br />Our pipeline must be built partially in the Caltrans right -of -way, adjacent to Highway 101 <br />between Whipple and Sky Way frontage road. Caltrans is about to embark on a lane <br />improvement project, including construction of a new bicycle path in the same location as the <br />proposed pipeline. It's proposed that Caltrans install our pipeline under the bike path as part of <br />their project (at City expense of approximately $1.85 million). <br />This segment of the proposed transmission pipeline is the only viable alignment for the <br />future movement of recycled water from its source at the South Bay Systems Authority <br />treatment plant and out of Redwood Shores, into the rest of Redwood City. By having our work <br />performed simultaneously with the Caltrans project, we can take advantage of Caltrans' <br />environmental review and regulatory requirements, construction planning, staging, etc. <br />These advantages will not be available if we try to construct our line after Caltrans' work <br />is completed. In fact, it is highly unlikely that we would be able to get the necessary approvals to <br />work in that right -of -way at any time, outside of coinciding with the Caltrans work. Alternative <br />routes for the pipeline are either physically infeasible, or prohibitively expensive. The concurrent <br />work is clearly the most cost - effective and timely alternative. <br />So, at the Council meeting on February 3' we'll be discussing this pipeline construction <br />project and making a decision on whether or not to proceed. We will not be discussing any other <br />aspects of the proposed recycled water project at this meeting; the pipeline project is the only <br />'water' issue on the agenda. <br />Thank you for your continuing patience, interest, and involvement in these issues of <br />great importance to Redwood Shores and the rest of Redwood City.
