By <br />submitting the speaker's card, the Mayor/Chair will recognize you at the appropriate <br />time. In order to afford all members of the public the opportunity to address the City <br />Council/Board, each speaker will be provided 3 minutes. <br /> <br />The City Council believes that late night meetings deter public participation, can affect <br />the Council's decision-making ability, and can negatively affect staff performance for the <br />. remainder of the business week.
