REPORT

6.1D
page 1

To the Redevelopment Agency Board
From the Executive Director

August 9, 2010

SUBJECT
Agreement with Zoppe Italian Family Circus

RECOMMENDATION
Approve, by motion, Live Performance Agreement with Zoppe Italian Family Circus for
an amount not to exceed $75,000.

BACKGROUND
For the past two years, the Agency entered into a Live Performance Agreement with
Zoppe Family Circus to perform in downtown Redwood City. The Zoppe Circus is held
in a 450-seat tent with one-ring that honors the historical Old-World Italian Circus
tradition featuring acrobatics, equestrian showmanship, canines, clowns, and audience
participation. Last year's 17 performances attracted an audience of 6,260, with an
average per show attendance of 368. Given the community support and positive
economic impact to the downtown businesses from audiences eating and shopping at
the nearby restaurants and shops before and after the performances, staff has
proposed that the Zoppe Circus return this October, from the 14th through the 24th to
perform 18 shows on the City-owned parking lot adjacent to the Main Library. The
ticket prices are proposed to be the same as last year: $10 matinee tickets for children
and $15 for adults while the evening tickets are $15 for children and $20 for adults.

Last year, the Parks, Recreation and Community Services Department (PRCS)
provided the marketing, ticket sales, food and beverage concessions, on site staff
support, and an online survey for the attendees. The survey responses revealed that
about 60 percent visited local businesses. The majority of the respondents provided
positive feedback on the experience, pricing, and location. The Agency contributed a
total of $105,000 for the Zoppe Agreement ($75,000) and direct costs including
marketing, materials, and staff time ($30,000). Deducting the ticket sales of $78,000,
the Agency's net contribution to host Zoppe was $27,000.

Similar to last year's Live Performance Agreement, staff requests an Agency
contribution of an additional $30,000 for direct costs associated with Zoppe Circus,
specifically for marketing and production expenses including, but not limited to
advertising, equipment rental, tent installation and removal, PRCS staff time, and
animal supplies (hay, straw and kiln-dried wood shavings).

ALTERNATIVES
The Agency Board may choose not to approve the Live Performance Agreement or
instruct staff to modify the terms and conditions.

FISCAL IMPACT
The fiscal impact from this proposed event is a not-to-exceed amount of $105,000. Of
the $105,000 amount, $75,000 will be allocated to the Live Performance Agreement
