Alternatives 2, 3 and 4 will investigate the potential benefits of providing an additional <br /> storage/pumping facility on a site(s) in the Greater Bayfi'ont Area, Central Redwood City, or <br /> both. Following the hydraulic analysis work, an overall system map will be prepared in GIS or <br /> on aerial photography, showing transmission and distribution pipelines, pipeline lengths and <br /> diameters, and major pipeline crossings of streams, bridges, railways, highways, and San <br /> Francisco's Hetch-hetchy pipelines for both alternatives. A conceptual site plan will be prepared <br /> showing the location of pumping and storage facilities at SBSA's site, and at site(s) in the other <br /> areas designated by the City on existing aerial photography. A matrix of pipeline lengths and <br /> major crossings will be provided to compare the alternatives. <br /> <br /> Subtask 3.4 - Prepare Estimates of Probable Capital and Operating <br /> Costs <br /> A planning level estimate of probable capital, and operations and maintcnanco costs will be <br /> prepared for required treatment and distribution facilities, under each distribution system <br /> alternative using previously established cost criteria and methodology. The City will provide <br /> cost guidance on any land acquisitions or right-of-way needs identified. <br /> <br /> Subtask 3.5 - Other Monetary and Non-Monetary Considerations <br /> An assessment of potential internal and external benefits that are a direct result of tho project will <br /> be performed, Internal benetits are those associated with the producer, supplier or customer of <br /> the recycled water project, and can include items such as avoided costs for creating a new water <br /> supply or for water supply reliability, External benefits are those enjoyed by society, other <br /> utilities and their customers, and can include environmental or economic improvements, such as <br /> the creation of a wetland sanctuary or the freeing up of water supply that might allow a <br /> manufacturer to build a new facility creating jobs and tax revenues. A meeting will be <br /> conducted with the City and ~el~cted attendees to discuss potential internal and external benefits. <br /> These benefits will be used to perform an economic analysis under the following subtask.
