Your <br />findings from that hearing indicate that while the "retail art gallery is a permitted use," "the proposed sale <br />of beauty supplies to licensed cosmetologists only is not of the general character of uses permitted by <br />Article 26" of the Zoning Ordinance." In addition, you concluded that the "sale of such products is incon- <br />sistent with the purpose of Article 26." <br />Certainly, Redwood City's Downtown is poised to fulfill the promise of revitalization for which the City <br />Council and Downtown businesses have worked so long and hard. A critical piece of revitalization will be <br />new business coming to our Downtown, new business that is inclusive and reaches out to all potential <br />customers. While the proposal of Innovations provides a business service, that service is targeted to a <br />professional group rather than the general public. The addition of a retail art gallery does not adequately <br />bridge the gap between the proposed use and the intent of the Zoning Ordinance.
