On December 1.1 2002 a public hearing was . <br />held before Jill Ekas, Zoning Administrator and Tom. Passanisi, Principal Planner on <br />Innovations' permit application. On December 19, 2002 Innovations received a "Notice <br />of Official Action" (the "Notice") from the City of Redwood City Planning and <br />Redevelopment Services (`Planing ") and Ms. Ekas indicating that the ". professional <br />beauty supply store' use was denied. On or about December 23, .2002 Innovations . <br />noticed the City of Redwood City that it desired to appeal the Zoning Administrator's <br />decision to the Redwood City Council. The hearing on Innovations' appeal of the Zoning <br />Administrator's decision has been set for February 10, 2003 at 7:00 P.M. before the City <br />Council of Redwood City. <br />Innovations through its CosmoProfo stores sells professional only and other <br />beauty products to licensed cosmetologists, and has 80 stores located in the six western <br />states, including Hawaii, which operate under CosmoProfM) name and logo. Among <br />these, Innovations operates thirteen stores located in the San Francisco peninsula area, <br />including its South San Francisco and Sunnyvale stores. <br />The "Notice of Official Action" (the "Notice") makes certain findings relative to <br />the Redwood City Zoning Code (the "Code ") and certain applicable facts with which <br />appellant takes issue. The Notice also sets forth reasons for denial, which Innovations <br />believes are erroneous.
