Inc. <br />I applied for and obtained a building permit on July 10, 2002. My payment was received <br />by Steve Newsom, who I believe was the same person who took my application and <br />processed it over the counter. While processing the application he mentioned to me that <br />the tenant, Cosmoprof, still needed to get a business license. I said ok, thinking it was a <br />routine matter. He than asked me what kind of business. it was and I explained they sold <br />supplies to licensed beauticians. I don't recall exactly what. was said or by whom, nor do I <br />recall at what point the building official went to get someone from planning (ie zoning). <br />but is was about this point that the second official was-brought into the process to check <br />the zoning traps and verify that the business (to the best n£my.knowledge) was <br />acceptable for that location. I remember reiterating on a couple of occasions that the <br />business only sold to licensed beauticians. I don't recall anyone using the word wholesale <br />at any point although they did ask if they sold retail, to which I replied only to licensed <br />beauticians/ cosmologists. <br />(I've always associated wholesale with large, bulk non - taxable sales, which I didn't think <br />described this business). At any rate this didn't seem to be the main concern of the city <br />officials. They were also concerned about the "office'' that was part of the floor plan and <br />what it's use would be. I explained it was where the managers desk was as well as <br />functioning as a storeroom and break room etc. This seemed to satisfy them and the <br />Planning official stamped and initialed the plans but made some comment about the <br />office not being used for other purposes. I didn't really understand his concerns but I <br />Figured he didn't want it to be sublet &/or used by a business that was not directly related <br />to CosmoProfs *store. operation. <br />
