//S/ <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 10, 2003 <br />INFORMATION ONLY <br />Subject <br />Parking Structure Storm Water Culvert Relocation <br />Recommendation <br />The Cinema Committee discussed the issue with staff members and recommended <br />that the engineering design proceed on the culvert relocation. <br />Background <br />The construction of the underground public parking garage will require the relocation of <br />a major storm drain culvert in the downtown. <br />In order for groundbreaking of the parking structure to start in January 2004, the culvert <br />must be completed during the dry months of 2003. Construction should start on the <br />culvert in late March or early April to meet that schedule. <br />After researching alternatives for the alignment of the culvert, it has been determined <br />that the culvert should cross the southerly portion of Block 1, then cross Jefferson <br />Avenue where the driveway between the Post Office and City Hall is located, continue <br />along the driveway and then turn north through the parking lot behind City Hall, <br />connecting to the existing culvert near Broadway. <br />This alignment minimizes utility relocation, and the closure of Jefferson Avenue to <br />traffic.
