<br />Thank you for the opportunity to work with your office. Please consider this document our formal
<br />proposal for appraisal services relating to bond financing work for the City of Redwood City
<br />Communities Facilities District 2010-01 (One Marina).
<br />
<br />Seevers. Jordan. Ziegenmeyer is a full-service real estate appraisal firm with offices in Rocklin
<br />and Modesto, California. In order to meet the various needs of our clients, Seevers. Jordan.
<br />Ziegenmeyer offers a full range of appraisal and consultation services. Properties analyzed include
<br />apartments, subdivisions, senior housing, office, industrial, retail, mixed-use, vacant land and special
<br />purpose. Our firm has extensive experience in the areas of lending, estate planning, market studies,
<br />appraisal review, asset valuation, lease/purchase negotiations, feasibility studies, eminent domain
<br />and Assessment District (AD) and Community Facilities District (CFD) appraisals, which have been
<br />part of our business since 1996.

<br />In fact, we have been involved in the appraisal of numerous ADs and CFDs, for both their
<br />formations, as well as refunding. We have appraised ADs and CFDs in EI Dorado County, Placer
<br />County, Sacramento County, San Joaquin County, Stanislaus County, Sonoma County, Brentwood,
<br />Antioch, Pleasant Hill, Pittsburg, Hercules, Oakley, Elk Grove, Stockton, Sacramento, West
<br />Sacramento, Livermore, American Canyon, Roseville, Chowchilla, Rio Vista, Orinda, Yuba City
<br />and Yuba County. We are presently working with the Finance Team on the San Mateo Bay
<br />Meadows project. Seevers. Jordan. Ziegenmeyer also provides Assessment District appraisals for
<br />the California Statewide Community Infrastructure Program (SCIP). Appraisals for land secured
<br />financing, which includes both ADs and CFDs, are among the more complicated assignments that
<br />we perform on a regular basis.
