Exhibit A - Scope of Services S.J.Z Proiect Staff Seevers. Jordan. Ziegenmeyer is a full service appraisal firm headquartered in Rocklin, California. We have been providing appraisal services throughout California for over 25 years, and have the local knowledge and experience necessary to understand the real estate market throughout California. The Senior Partner (Richard Seevers) is a Member of the Appraisal Institute and holds both the MAl and SRA designations. All appraisers are State Certified General Appraisers, with extensive experience in the valuation of large tracts of land, subdivisions and commercial properties. A brief discussion of the credentials of the two partners and the appraiser that would be involved in the appraisal process are offered as follows: Kevin K. Ziegenmeyer: Mr. Ziegenmeyer is a partner in the firm and has experience in both real estate appraisal and development. He is an associate member of the Appraisal Institute and is licensed as a Certified General appraiser in the State of California. He has conducted numerous valuations of complex properties including large tracts of vacant land, community facilities and assessment districts, tax credit apartments, card lock facilities, auto dealerships, and mobile home parks. In addition to valuation assignments throughout Northern California and the Central Valley of California, he has also completed assignments in the Lake Tahoe Basin. Eric A. Segal: Mr. Segal is an associate member of the Appraisal Institute, a certified general appraiser in the State of California and partner with the firm. He has experience in real estate appraisal of assignments covering a wide variety of urban properties including office, retail, industrial, low-income housing, mini storage facilities, income residential and subdivisions. Mr. Segal also conducts valuations of complex properties, including community facilities and assessment districts. Mr. Segal has performed valuation assignments throughout the Central Valley of California, as well as in Humboldt County, the Bay Area and the Lake Tahoe Basin. Joshua A. Balding: Mr. Balding is a Certified General real estate appraiser with the firm. Since joining the firm in June 2001, Mr. Balding has gained experience in the valuation of various property types including retail, industrial, office, self-storage facilities, mixed-use income properties and multifamily residential properties. In the past few years, he has developed the experience and background to deal with complex assignments in residential appraisal, including production and custom lot subdivision development, and an array of income producing property types. Mr. Balding has also developed the knowledge in the appraisal of agriculture and dairy/cow farms, as well as special-purpose properties, including churches and appraisals for land secured financing.
