6.1 C <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> August 23, 2010 <br /> SUBJECT <br /> Award of Contract—2009-2010 Street 4verlay Project <br /> RECQMMENDATION • <br /> Approve, by motion, the contract documents and award the contract for the 2009-201� � <br /> Street Overlay Project to �'Grady Paving, Inc. of Mountain View, for their responsive <br /> and responsible low bid of$779,427.60 and authorize the City Manager to increase the <br /> contract amount, if necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> The 2049-2�10 Street Overlay Project is part of the city's Roadway Management <br /> System (RMS} Program, which pertorms on-going pavement repair and replacement. <br /> The purpose of this project is to resurface Massachusetts Avenue, Cordilleras Road, <br /> and Crompton Road. Additionally, the streets bounded by JefFerson Avenue to the <br /> north and west, Alameda de las Pulgas to the east, and Dover Road to the south are <br /> inc[uded in the project. The portions of Redwood Shores Parkway and Shoreway Road <br /> between their intersection and U.S. 101 will also be resurfaced. Please see attached <br /> project location map. <br /> Five (5) bids were received for the 2009-2014 Street Overlay Project on August 4, 2010, <br /> and are summarized in the table below. <br /> Bidder Bid Amount <br /> O'Grad Pavin , Inc. —Mountain View $779,427.60 <br /> C.F. Archibald Pavin , Inc. —Redwood Cit 795,888.30 <br /> G. Bortolotto & Co., Inc. —San Carlos 836,555.39 <br /> Granite Rock Com an DBA, Pavex Construction Division—San Jose 843,194.80 <br /> Interstate Gradin & Pavin , Inc. —South San Francisco 890,824.90 <br /> En ineer's Estimate $1,000,000.00 <br /> Recommended Bidder: O'Grady Paving, Inc. <br /> Substantiation: O'Grady Paving, Inc. is the lowest responsive and responsible <br /> bidder. <br /> The bid of $779,427.60 from O'Grady Paving, Inc. is 22% lower than the engineer's <br /> estimate of$1,000,000.00 for the cost of construction. Staff attributes this variance to a <br /> highly competitive bidding environment, and the size of the project which allows the <br /> constructor more opportunity to achieve economies of scale. Based upon the bids <br /> received, staff believes that the low bid of $779,427.6� is reasonable and recommends <br /> awarding the contract to O'Grady Paving, Inc. <br />
