1 -g_i <br />REPORT <br />To the Honorable Mayor and City <br />From the City I <br />February 24, 2003 <br />Subject <br />Vector (Rodent and Cockroach) Control Program for Sanitary Sewers, Creeks, Municipal <br />Marina, Port of Redwood City and Corporation Yard for the City of Redwood City <br />Recommendation <br />By motion, authorize Task Order No. 1 to Dewey Pest Control of San Francisco, California <br />amending the Original Agreement (contract) for Vector (Rodent and Cockroach) Control <br />Services in the City of Redwood City, as follows: (1) extend the term for one year, ending <br />February 29, 2004 and (2) increase the contract value to $62,442.00 for the period. <br />Background <br />On February 26, 2001, following a competitive bidding process, the City Council approved <br />the award of a two -year contract to Dewey Pest Control, a licensed pesticide operator, to <br />provide services for the Rodent and Cockroach Control Program. The City Clerk <br />advertised the bid invitation and the bid specifications were mailed to twelve (12) pest <br />control companies. The bid opening was held on January 31, 2001 at 3:00 p.m. in the City <br />_ Clerk's Office and at the bid opening the City received one bid, Dewey Pest Control. <br />The initial two -year contract term ends on February 28, 2003. Further, the contract <br />provides for the City at its discretion to extend the contract in one -year increments over a <br />five (5) year period using the most recent annual Consumer Price Index -Urban (CPI -U) for <br />the San Francisco - Oakland -San Jose area. The formula prescribed in the Contract <br />requires the City to base the compensation increase on a rate derived from a formula <br />calculating the annual CPI -U ending in 2000 and the year ending in 2002, then multiplying <br />the rate by the cost of work completed for the last year of the contract term. Based on this <br />formula, Dewey Pest Control is entitled to increased compensation at a rate of 1.07 over <br />the $53,052.00, the value of work completed for the year 2002. Applying the <br />compensation rate of 1.07, the new compensation for this period is $56,765. Additionally, <br />staff recommends including a 10 percent contingency ($5,677.00) to cover cost associated <br />with bait replacement and re- installation, which can be an unexpected expense caused by <br />major infestations, damage and / or vandalism of bait stations. The proposed total contract <br />amount for this period is $62,442.00, including the contingency. <br />Dewey Pest Control has provided vector control services to Redwood City and throughout <br />the county since 1989. Dewey was the only contractor to respond to the City's 2001 <br />competitive bidding process. Staff has experienced responsive and thorough services from <br />Dewey and the County Health inspectors have been satisfied with the work. <br />The City's vector control program is operated with active involvement of the County Health <br />Services Agency, which is responsible for monitoring and enforcing State regulations in this <br />area. The Environmental Health Services Division provides all inspection services to our <br />program, as well as to other cities' programs, countywide. The County inspection fee is <br />
