8A -2 <br />2003, for AYSO Soccer the numbers have increased from 1536 to 2100 for the same <br />years. Fair Oaks School Field is currently not scheduled because of its poor condition so <br />its renovation would result in a "new" field. <br />The School District, thanks to the passage of Measure B, has funding for a natural turf <br />renovation, however, given the present economy and State budget issues, there is no <br />reason to believe that the ongoing maintenance budget will do anything but go down. As <br />such, an investment in an artificial turf field would mean that a playable field would be <br />assured for at least the 10 -year guarantee period if not beyond. An artificial turf field will <br />also save an estimated 1.2 million gallons of water annually. We have learned from our <br />own experience at Hoover and a report by a field consultant on the impact of various sports <br />on natural turf that a field used primarily for soccer in natural turf is difficult if not impossible <br />to maintain even within our own organization unless usage can be totally controlled. This <br />clearly goes against our desire to allow for as much organized play as possible. <br />Lastly, the question must arise as to why we are suggesting the artificial turf be installed at <br />Fair Oaks School rather than another school in the district. First, it is the only renovation <br />that would result in a net gain of useable fields. All other district fields are currently already <br />in inventory. Second, the school is the site of other collaborative efforts to improve the <br />overall quality of life in the area by the School District, the City and the County of San <br />Mateo. These efforts include: the Family Centers Program, the Sheriffs Activities League, <br />and an After School Program run by our department. <br />Alternative <br />Council should direct staff not to proceed with a joint City, County and School District effort <br />to renovate Fair Oaks School in artificial turf. <br />Fiscal Impact <br />Beginning in FY 99 -00 through the end of FY 2000 -01 a total of $3.5 million has been <br />appropriated to the Play Field Renovation Program as follows: FY 99 -00 ($1,000,000), FY <br />2000 -2001 ($100,000) and FY 2001 -2002 ($2.4 million). The latest Play Field renovation <br />of Hoover Play Field has been completed with $605,000 remaining in the program balance. <br />This remaining balance is sufficient to pay for the requested $525,000 for the Fair Oaks <br />School Field Artificial Turf project without additional financial impact to other Capital <br />Programs. <br />Corinne Centeno <br />Park, Recreation & Community Services Director <br />Ed Ev rett <br />City Manager <br />Attachment <br />None <br />
