C'DTA") shall assist the City of Redwood City ("City") in establishing <br />a Community Facilities District ("CFD") to fund public improvements and fees for the One Marina <br />project (the "Project"), and issuing a first series of CFD bonds. DTA's responsibilities under this <br />Scope of Work shall consist of two phases: <br /> <br />(PHASE ONE) COMMUNITY FACILITIES DISTRICT FORMATION <br /> <br />DTA shall provide special tax consulting services necessary to assist City in the formation of a CFD <br />for the Project. The Phase One tasks listed below represent work completed through the Resolution <br />of Formation for the CFD, and do not include the actual issuance of CFD bonds. <br /> <br />Task 1 Background Research <br />Review available planning, engineering, development absorption and financial information regarding <br />the Project. All information shall be provided by the developer, City and/or its consultants. DTA shall <br />base its analysis on data received from these sources, and shall not conduct any independent <br />research to verify the accuracy of such data. <br /> <br />Task 2 ProoertY Tax Research <br />Request a preliminary title report and Assessor's Parcel Number or property tax bills from the <br />representatives for the Project in order to identify the existing property tax rate, special taxes, and <br />assessments. DTA shall contact the related taxing entities and service providers, as appropriate, to <br />determine projected and maximum rates and the method of assessment. DTA shall utilize this <br />information to identify the base property tax rate for purposes of modeling the projected total <br />effective tax rate. <br /> <br />Task 3 Public Facilities Eligibility. Phasing. Reimbursement <br />Review public improvements proposed to be financed. Evaluate eligibility under the Mello-Roos <br />Community Facilities Act of 1982 as well as the City's policy guidelines. <br /> <br />Task 4 Preliminary Tax Soread Analysis <br />Prepare preliminary spread of special taxes (the "Tax Spread") to estimate CFD revenues and <br />expenses. Determine supportable bonded indebtedness and the special tax rates required to fund <br />desired public improvements. Estimate effective total property tax rates. The Tax Spread analysis <br />will focus on: <br /> <br />· Effective Tax Rate: Estimate effective total tax rates for the Project to ensure compliance with <br />the City's approved CFD policies. <br />.
