<br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 8,2010 <br /> <br />Subject <br />Confirm City Manager's declaration of local emergency arising from ruptured sewer <br />force main at Redwood Shores <br /> <br />Recommendation <br />Adopt, by 5/7 vote of the City Council, a Resolution Confirming Existence of a Local <br />Emergency and Ratifying the City Manager's Immediate Expenditure of Public Money to <br />Safeguard Life Health, Property or Essential Public Services. <br /> <br />Background <br />The City Manager declared the existence of a local emergency due to a ruptured sewer <br />force main which occurred on August 25,2010. As a result of the rupture, sewage flooded <br />a segment of paved street and flowed into six garages and an adjoining parking lot in the <br />Lighthouse Cove condominium residential complex located in the vicinity of Davit Lane and <br />Anchor Circle in Redwood Shores. Approximately 48,000 gallons of sewage was released <br />into the Redwood Shores lagoon. <br /> <br />City staff was notified at approximately 2:50 p.m. of an overflow of raw sewage at Lift <br />Station 10 in Redwood Shores. The City's first responder arrived onsite at approximately <br />2:59 p.m., assessed the situation, and initiated the emergency response. The Public Works <br />Services department mobilized both City forces and contractors services to address the <br />emergency. Additionally resources were identified throughout the respons~0through a <br />continuous re-assessment process. As part of the immediate response tfle following <br />actions were taken: determine and locate the cause of the spill; contain and divert the flow <br />of sewage, repair the broken force main pipe and initiate site clean up. The City Manager <br />determined that it was necessary to immediately expend funds to safeguard health, <br />property, and essential public services from a clear and imminent danger by diverting the <br />sewage from the ruptured pipe, and authorized staff to enter into contracts with several <br />tanker truck rental companies, including A 1 Septic Tank, NRC Environmental Services Inc., <br />and Cleanwater Environmental Management, Inc. to provide these services. Further staff <br />initiated contact with West Valley Construction to perform the immediate repair of the <br />ruptured force main. <br /> <br />City staff responded to the release of sewage into the surface waters of the lagoon by <br />conducting frequent water quality sampling and testing of the waters, using the services of <br />Clean Lakes, Inc., and the maintenance services of Waterworks Industries, Inc. to apply <br />treatments to the waters, in consultation with San Mateo County Environmental Health and <br />the County Public Health laboratory. Water quality testing and treatment will continue until <br />the water quality of the lagoon is improved. With the information and authorization <br />provided to City staff by the Regional Water Quality Control Board, the City Manager <br />determined that it was necessary to immediately expend funds to safeguard health, <br />property, and essential public services from a clear and imminent danger, and authorized <br />staff to enter into contracts with these firms to acquire and apply a treatment to improve <br />
