• RJC.ek.2 /27/61 -10 <br />RE S GLUT I ON NO. 3315 <br />RESOLUTION INDICATING OPPOSITION AND APPROVAL OF <br />CERTAIN DESIGNATED PROPOSED LEGISLATION BEFORE THE <br />LEGISLATURE OF THE STATE OF CALIFORNIA <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, <br />AS FOLLOWS: <br />1. The Council of the City of Redwood City does hereby <br />record its opposition to the following proposed legislation <br />introduced at the 1961 General Session of the Legislature of <br />the State of California: <br />(a) A.B. 1354. This bill would detrimentally affect the <br />public interest and welfare of the citizens of the <br />City of Redwood City by limiting the present <br />authority of the City of Redwood City to regulate <br />the use of its residential streets by heavy <br />trucking. <br />(b) S.B. 203. The Council of the City of Redwood City is <br />not in accord with the position that public agencies <br />exercising the power of eminent domain should be <br />required to pay moving expenses in addition to <br />reasonable market value of the property acquired. <br />Public funds should not, in the opinion of this <br />Council, be expended for other than value received. <br />(c) A.B. 441. This bill would prevent redevelopment of <br />any blighted area unless and until the redevelopment <br />plan was approved by a majority of the voters residing <br />within the boundaries of the propsoed project area. <br />In the opinion of this Council the bill ignores the <br />over -all public interest of the remainder of the <br />citizens and taxpayers of the City and also ignores <br />the interest of non - resident property owners who <br />would not be permitted to vote concerning the future <br />of their property. It is felt that the present hearing <br />requirements and other limitations contained in re- <br />development legislation are adequate to protect the <br />interest of all parties concerned. <br />2. The Council of the City of Redwood City does hereby <br />record its support and urges adoption of A.B. 160, which would <br />require publicly owned utilities to give notice of and provide <br />hearings for any rate increases. <br />3. The Clerk of the City of Redwood City is hereby authorized <br />and directed to forward certified copies of this resolution to <br />Senator Richard J. Dolwig; Assemblyman Carl A. Britschgi; Assembly- <br />man John Beaver, Chairman, Assembly Committee on Transportation <br />and Commerce; and Richard Carpenter, Executive Director, League <br />of California Cities. <br />
