<br />(@ <br /> <br />ATTACHMMe 21~ <br /> <br />MEMORANDUM <br /> <br />... <br /> <br />BUILDING INFRASTRUCTURE & TRANSPORTATION <br /> <br />To: <br /> <br />Blake Lyon- Senior Planner <br /> <br />Date: June 29, 2010 <br /> <br />~ <br />~% <br />~~ <br /> <br />From: <br /> <br />Paul Wiflis, P:E - Senior Civil Engineer <br />Subject: One Marina (Peninsula Park) Tentative Map Review <br /> <br />The foHowing comments were generated by City staff and our consultant based on the initial submittal of <br />two Vesting Tentative Maps for the One Marina Project. <br /> <br />General: <br /> <br />The City will require a peer review to done ~y its own geotechnical consultant (Impact 11-1 from the EIR). <br /> <br />The soils report does not seem to adequately address the issues of dewatering, and liquefaction pursuant to Division of Mines <br />and Geology Publication SP 117, (Impact 11-2, 11-3, 11-4). <br /> <br />The grading recommendations need to be expanded in more detail. We would recommend the use of the City's Standard <br />Technical Specifications (Spec Section 02220, Grading and Earthwork), with special inspection provided by an approved <br />geotechnical engineer. <br /> <br />The reports do show highly corrosive soils, meaning that the City's Standard Technical Specifications for Cathodic Protection <br />(Spec. Section 02661) apply; concrete shall confOInJ to Spec Section 02550 for corrosion resistant concrete. <br /> <br />The Geotechnical Engineer's recommendation for sand backfill and bedding at this location is not acceptable, Rather, the <br />City's Technical Specification for Trenching and Backfill (Spec. Section 02202) should be followed. <br /> <br />Vesting Tentative Maps: <br /> <br />It is the intent of the developer to submit multiple fmal maps based on the approval of a single tentative map. This procedure is <br />acceptable. The One Marina Vesting Tentative Map proposes to subdivide the area into 4 Lots, and the second Vesting <br />Tentative Map proposes to subdivide lot 2 for the purpose of 56 condominium units, The approval oftheresubdivision oflot 2 <br />is dependent on the successful approval of the 4 lot subdivision and should be processed as two separate map approvals. <br />Although this can be presented in one meeting, should there be any concern or recommendations to change the 4 lot <br />subdivision, the approval and discussion of the second Vesting Tentative Map should be withheld until the 410t subdivision is <br />formally approved. <br /> <br />The radii at the curb returns at the street entrances and at all turns shall accommodate the 'WB-50 truck turning template <br />(Impact 7-13), <br /> <br />Confirm that the proposed project has adequate parking, per the Table 7.17 in the Appendix 5 of the EIR (Impact 7-14), <br /> <br />Prepare a Notice of Intent (and submit a copy to the City) for the proposed grading operation. <br /> <br />\ Minor corrections have been redlined on the submitted check prints and should be corrected and resubmitted by the applicant <br />priorto the Planning Commission meeting. . <br />
