He further <br />discussed the proportionality and affordability of the retail and hotel considerations, He <br />spoke to infrastructure phasing and the myriad aspects in phasing a project's <br />development. He went over the Notice of Official Action that would be incorporated into <br />their decision should they decide on something at the current meeting. This included <br />whether or not there was a timing or sequence the Commission was interested in with <br />regard to subsequent phasing. <br /> <br />Commissioner Borgens thanked Mr. Lyons on the readability of the presented report, <br /> <br />Chair Radcliffe asked the landscape architect if there were considerations of the <br />possible geese problem that ensues when developing along the shores, She asked if <br />there had been any consideration as to the type of plants that attract geese, or those <br />that might inhibit their settling in the area, <br /> <br />Paul Lettieri, Landscape Architect, noted they had no specific firm plan for the geese but <br />were looking at both the walk-up issues of the geese coming off the water, as well as fly <br />in issues. <br /> <br />Chair Radcliffe noted it definitely needed ongoing consideration since the geese were <br />becoming an increasing problem in the developed areas along the waterways. She <br />asked Mr. Powers if there it was still under consideration to offer the for-sale housing to <br />those who worked within the boundaries of the City in order to decrease commutes, C02 <br />emissions and the like. <br /> <br />Mr. Powers noted they remained willing to offer a period of time in which to encourage <br />those who work within the city to also consider housing within those limits, He further <br />commented on the options available to the Commission currently. He reiterated they did <br />not see that they could go forward with anything other than the full residential because <br />the financing was 'otherwise prohibitive. He stated if the Commission was not <br />comfortable with approving the residential piece without further information. they would <br />respectfully request an opportunity to get this information. <br /> <br />Break ... for Staff to confer ... recess to 9:10 p.m. <br /> <br />Joseph Aranda, Assistant City Attorney, directed the Commission to a correction in the <br />third paragraph on circled page 6. He noted the very last sentence in that paragraph <br />was meant to be the one regarding approval of Tentative Map 2010-02. City staff <br />intended to follow a different process in which all the subsequent phases of the Tentative <br />Maps would be submitted to the Planning Commission, The remainder of that <br />paragraph, then, needed to be deleted or ignored, <br /> <br />Mr. Lyon made an additional point of clarification with regard to his comments regarding <br />the Planned Community Permit. He clarified what was before the Commission presently <br />was consideration of the entirety of the residential portion of the plan, This gave the <br />Developer the certainty needed in order to finance and move forward with the residential <br />portion. As the City Attorney had referenced, the Tentative Maps since they were more <br />technical in nature, would return at a later date, Part of what was to be considered, if the <br />Commission went forward with their 'approval, was the Notice 'of Official Action which <br />included any comments or considerations presented at the current meeting, This would <br />also incorporate comments developed at the Planned Review Committee, Architectural <br /> <br />Page 7 of 9 <br />
