6.1C
Page 1

REPORT

To the Honorable Mayor and City Council
From the Cit Mana er

September 13,2010

SUBJECT
Agreement for Landscape Maintenance Services for the South Bayside System
Authority (SBSA) Facility

RECOMMENDATION
Approve by motion the agreement with SBSA for landscape maintenance services
and authorize the City Manager to execute same.

BACKGROUND
In 1995, the City of Redwood City initially entered into a three year agreement with
South Bayside System Authority (SBSA) to provide landscape maintenance
services at the wastewater treatment facility located in Redwood Shores. For the
past fifteen years, the City and SBSA have amended and renewed agreements to
reflect changes in levels of service, areas to be maintained, and staffing level
requirements.

In June 2010, representatives from SBSA and the Parks, Recreation and
Community Services Department met to discuss new terms for an agreement. In
the past, SaSA has paid for a full FTE of a Landscape Gardener to maintain the
landscaping at the saSA Facility. However, there has been a reduction in the
service area at the treatment facility since a number of new buildings have been
built over the past year, and the landscaped areas reduced. Additionally, the
SBSA staff cited their own budget constraints, and offered to reimburse the City for
only half of a position. City staff concurred, and have made this staffing reduction
fit within the overall budget reductions in the departments' budget. The resulting
Agreement calls for SBSA to pay for one half of a Landscape Maintenance
Worker's salary and benefits in the amount of Forty Seven Thousand Four
Hundred Fifty Two Dollars.

AL TERNA liVES
Not to approve the Agreement and cease providing landscape maintenance
services to SBSA.
