That public convenience and necessity require the improvements described in said Resolution No. 3198 . -- 2. That any and {).ll objections and protests made pursuant to said resolution be, and the SeIDe are, hereby overruled and denied. 3. That the im1)rOVements described in said resolution be made under and pursuant to the provisions of the Improvement Act of 1911 as embod~ed in the Streets and Highways Code of the state of Qalifornia. as amendeq.
