6.1 C ' <br /> REPORT <br /> To the HonorabMe Mayor and City Council <br /> From the Ci Mana er <br /> September 27, 2010 <br /> Subject ' <br /> Proposed By-faws amendment for Housing and Human Concerns Committee <br /> � <br /> � <br /> Recommendation ' <br /> Approve, by motion, the proposed By-laws amendment for the Housing and Human ' <br /> Concerns Committee to reduce the size of the voting committee members from nine (9} <br /> to seven (7). <br /> Background <br /> The Housing and Human Concerns Committee (HHCC) was reorganized in i#s present <br /> form by resolution of the City Council in 1994. At that time, the committee's By-laws <br /> were approved. A new committee was appointed in January 1995. <br /> Article II Section 2.1 Membership of the By-laws requires the committee to consist of <br /> nine voting members. These members are appointed by the City Council for four year <br /> terms (staggered befinreen even and odd numbered years). As their terms expire they <br /> may be reappointed by the Council following an annual recruitment for all City Boards, <br /> Committees, and Commissions (BCC's). There are currently two vacancies on the <br /> committee, and it has been difficult to consistently establish a quorum of five of the <br /> seven remaining members for every meeting. <br /> In keeping with the City's efforts to reduce costs due to budget constraints, and given <br /> that there are no other BCC's with membership larger than seven, the HHCC is <br /> proposing that their membership be reduced to seven. This will relieve the Committee <br /> of the extraordinary quorum requirement and facilitate the flow of business. It will also <br /> provide some relief to the City Clerk's office, who would have fewer positions to fil! <br /> thereby reducing their recruitment efforts. In addition, even as a seven person <br /> committee, the HHCC has been able to effectively represent the community's needs. <br /> Thus, after consulting with the HHCC, staff recommends that Article ll Section 2.1 of <br /> the By-laws be amended to reduce the size of the commi�tee's voting membership from <br /> nine to seven. <br /> Staff also recommends some additional changes to the By-Laws to update them and <br /> improve clarity including the following: <br /> • The appointed Council liaison position is deleted since the City Council has <br /> eliminated this Council assignment. <br /> . Section 4.1 on the committee creation of subcommittees shall be deleted <br /> because the committee decided to utilize Ad-hoc committees for special projects <br /> to reduce administrative needs. Ad-hoc committees will be assigned by the <br /> HHCC Chair, as needed. <br /> • Reference to General Plan was revised to emphasize implementation and <br /> acknowledge the revised format of the document. <br />
