6.1 D <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> September 27, 201� <br /> SUBJECT <br /> Professional services agreement for design and other services for the Redwood City <br /> Bridges Repair Project <br /> RECOMMENDATI4N <br /> Approve, by motion, the standard form design professional services agreement with <br /> Mark Thomas & Company, Inc. to provide services for the Redwood City Bridges Repair <br /> Project in an amount not to exceed $148,775.00 as part of the Bridge Rehabilitation- <br /> Construction Program, and authorize the City Manager to increase the contract amount <br /> up to 10% if necessary. <br /> BACKGROUND <br /> The Local Highway Bridge Program is authorized by the federal Transportation Equity <br /> Act of the 21St Century (TEA21). The purpose of the Program is to replace or <br /> rehabilitate public highway bridges over waterways, other topographical barriers, other <br /> highways, or railroads when the State and the Federal Highway Administration <br /> determine that a bridge is significant but structurally deficient, physically deteriorated, <br /> and/or functionaliy obsolete. The Highway Bridge Replacement and Rehabilitation <br /> Program (HBRRP), funded by the Federal Highway Administration, provides federa[ aid <br /> to local agencies to rehabilitate/replace locally owned public highway bridges. <br /> Cal#rans has identified bridges and drainage concrete box culverts that are subject to <br /> inspection by their Office of Structure Maintenance & Investigations. Staff has reviewed <br /> the latest Bridge Inspection Report resulting from Caltrans' inspections performed this <br /> year. In those reports, Caltrans recommends the city further investigate Bridge <br /> Parkway Bridge to ensure continued reliable service. <br /> Staff has received and evaluated the qualifications of three consulting firms experienced <br /> in the design of similar bridge repair projects. Staff considers Mark Thomas & <br /> Company, Inc. to be the best qualified firm to perform this phase of the work. The <br /> proposed agreement's scope of work includes preparing a report to substantiate the <br /> condition of the structures and design for bridge rehabilitation. Mark Thomas & <br /> Company, Inc. will also assist the city in applying for federal grants that may be <br /> available to fund repairs or rehabilitation if necessary. Optional tasks include assistance <br /> with the regu[atory permitting and underwater inspection. Staff or another consultant <br /> may be better suited to undertake the regulatory permitting. Underwater inspection may <br /> not be necessary. <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed agreement with Mark Thomas & <br /> Company, Inc. and direct staff to find alternate means of completing the work, to modify <br /> the scope of work, or to select another consultant. <br />� <br />
