, 6.1 B <br /> REPC�RT <br /> To the Honorable Mayor and City Cauncii <br /> From Ci Council Committee <br /> September 27, 2010 � <br /> SUBJECT <br /> Housing and Human Concerns Committee Fiscal Year 2010/2011 Funding <br /> Recommendations and Funding Agreements for the Redwood City Human Services <br /> Financial Assistance (HSFA) Program <br /> RECOMMENDATION <br /> 1) Approve Funding Recommendations for HSFA for Fiscal Year 2010/11. <br /> 2) Au#horize the City Manager to execute the HSFA funding agreements for Fiscal <br /> Year 20'10/11. <br /> BACKGROUND <br /> As part of the Fiscal Year 2010-2011 Budget deliberations, the City Council decided to <br /> continue funding the Human Services Financial Assistance Program (HSFA} and <br /> Shelter Network's Redwood Family House at an 8% reduction of funding from the <br /> revious fiscal ear. The total amoun <br /> p y t approved was $176,267 for HSFA and $36 800 <br /> , <br /> for Redwood Family House. <br /> I Concurrent with Council's budget process, the Housing and Human Concerns <br /> Committee (HHCC) has continued to prioritize HSFA funding to support the provision of <br /> non-housing basic human needs with Community Development Block Grants (CDBG) <br />� funds being used to support homeless and housing services. <br /> City staff held two mandatory technical workshops for po#ential applicants to explain the <br /> HSFA process and answer any questions. Agencies submitted an initial draft and then <br /> a fina) proposal on May 25th, 2Q10. �n July 14th, 2010, agencies appeared before the <br /> HHCC to make brief presentations and answer questions about their proposals. <br /> In August, the Committee met to consider their funding recommendations for Fiscal <br /> Year 2010-2011. The Committee recommendations for funding are contained in <br /> Attachmen# 1 of this report. Attachment 1 also includes funding amounts received for <br /> Fiscal Year �9-10. Attachment 2 includes a brief description of each agency and their <br /> funding request. (Please note that a white binder with the full agency applications is <br /> available at the City Clerk's Office}. <br /> Funding Agreements have been developed for each of the agencies recommended for <br /> . funding. Attachments 3-5 include all of the information related to the funding <br /> agreements. <br /> ALTERNATIVES <br /> The Council could choose to modify the funding recommendations made by the <br /> Housing and Human Concerns Committee. <br />
