6.1 H <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 27, 2010 <br /> Subject <br /> Alternative Site for Proposed County Replacement Jail <br /> Recommendation <br /> By motion: <br /> 1. Approve Amendment No. 1 to the agreement for consultation services for the site <br /> selection and due diligence for a replacement jail for San Mateo County with <br /> Sares Regis Group of Northern California, L.P.; <br /> 2. Approve Amendment No. 1 to the agreement for environmental consulting <br /> services for the environmental assessment of Chemical Way properties with <br /> West Environmental Services &Technology, Inc. <br /> Background <br /> The Sares Regis Group has assisted City staff with commercial real estate services <br /> since March 2010, when they were included as sub-consultants in the Davies Public <br /> Affairs agreement, for the purpose of identifying and eva[uating alternative jail locations. <br /> The scope of that original agreement was based on the City Council's reaffirmed <br /> position that another jail in Downtown Redwood City is not in the community's best <br /> interests, and a threat to continuing revitalization efforts. The Davies contract covered <br /> work by the consulting team through July 2010, at which point sufficient momentum had <br /> been created to focus on an alternative jail site east of Highway 101, known as <br /> Chemical Way. The City Manager executed a new contract with Sares Regis to the <br /> purpose of fast-tracking a due diligence process for the six privately-owned properties <br /> that comprise the Chemical V1lay site. The scope of that agreement was designed to <br /> cover tasks in August and September, when staff anticipated a Council decision on <br /> whether to proceed or not. <br /> 1Nest Environmental Services & Technology, Inc. was retained by the City on <br /> September 3, 2010, to perform "Phase One" environmental assessment of#he Chemical <br /> Way site — which is a key component of the commercial real estate due diligence <br /> process. The City — and the County — needs to be fully cognizant of any ground water <br /> and/or soil contamination that may limit development of the site or require costly <br /> mitigation. West has performed Phase One under the direction of Sares Regis, and the <br /> results of this initial work have not revealed any fatal flaws. Phase Two continues the <br /> investigation, and includes drilling for soil and ground water samples on the site, <br /> laboratory analysis and reports, and review with regulatory agencies. Phase Two must <br /> be substantially completed by October 19, 2010 in order for acquisition of the properties <br /> to be completed. <br /> Staff recommends that the City Council authorize the continuat+on of the Chemical Way <br /> due diligence work, given the positive collaboration to date with the Sheriff s Department <br />
