REPORT <br />Tarthe Honorable Mayor and City Council; <br />Planning Commission; Architectural Review Committee <br />From the City <br />JOINT STUDY SESSION <br />March 3, 2003 <br />Subject <br />Joint Study Session to Review Concept Plans for Retail /Cinema Project. <br />Issue <br />The purpose of this joint meeting is to review the concept plans for the Retail /Cinema <br />Project. After a brief update on the project, the urban design firm of Freedman, Tung & <br />Bottomley will review basic design issues for the Council, Planning Commission and the <br />Architectural Review Committee to consider when reviewing the proposed project in the <br />context of historic downtown.
