Redwood City High Speed Rail Impacts Study <br />TASK 2: CONDUCT ANALYSIS <br />Complete analysis to answer research questions and explore all the ways that HSR --the <br />physical infrastructure and station, and the access it would provide to the region and <br />State - -would affectRedwood City's Downtown. <br />-- Economics. A.ECOM Economics will analyze the economic implications oflocating a <br />HSR station Downtown. This will include potential change in economic /land value as- <br />sociated with a station (based on case studies from elsewhere), types and generalized <br />quantities /ranges of major land uses (such as hotels rooms and offices) that maybe at- <br />tracted to the area as a result of the station, and resultant economic implications for the <br />city. Given the nature of the assignment, this will not be based on market analysis per <br />se, baton our team's experience with rail station planning, especially for HSR, and our <br />real estate market analysis experience on the San Francisco Peninsula. <br />-- Urban Design. This analysis will focus on effects of the high -speed rail station and <br />alignment options in terms of development interface, continuity of development and <br />potential uses within the right-of-way. We will use three- dimensional massing studies <br />to illustrate how various alignment designs (i.e. aerial structure vs. trench) would inter- <br />face with existing structures, potential development in /under the right-of-way, and the <br />circulation system, as well as maps and diagrams to illustrate planning issues and im- <br />plications. <br />- Land. Use & Development Opportunities. This analysis will examine land uses pro- <br />posed in the Downtown Precise Plan, and likely implications of HSR, This will include <br />design, construction, safety, noise, and vibration considerations for development un- <br />der an aerial structure or directly adjacent to the rail line (such as noise and visual im- <br />pact on residential uses). The scale of resulting likely parking needs will also be pre- <br />sented. <br />-- Connectivity and Access. This analysis will explore the effects of the physical infra- <br />structure and station on the circulation system, qualitatively. We will focus primarily <br />on access across the right -of way for pedestrian, bicycles, transit, and cars. This analy- <br />sis will not include trip generation estimates for any modes. <br />Meeting: Meeting with City staff to review <br />TASK 3: PREPARE REPORT <br />Prepare. a report outline for City staff review and revise based on a consolidated set of <br />comments. <br />Prepare a draft report. The report will present the findings ofthe analysis described In Task <br />3. We will not provide a recommendation, but will provide pros and cons of each alterna- <br />tive from comprehensive urban design, economic, social, and environmental perspectives. <br />Finalize report after comments on dram are provided. The reportwill be laid out in desktop <br />publishing software and written clearly so that it can be understood by community mem- <br />bers and decision - makers. <br />Product.
